<br />Jason Orcutt noted a roundabout would not work well in that area. <br /> <br />Councilmember Dehen indicated he did not mind the design, but asked if there was any <br />landscaping in the medians. <br /> <br />Mr. Orcutt responded there were options the City could do including planting and colored <br />concrete. However, many cities ended up taking out the landscaping due to the maintenance. <br />He noted the County could pay the base cost and there was opportunity for State aid funds, but as <br />a general practice, the County did not participate in beautification. <br /> <br />Councilmember Look noted the road needed to be upgraded but the County did not want to do it <br />without federal funding but federal funding put in restrictions which killed businesses and <br />angered residents. <br /> <br />Mr. Orcutt stated this project was a combination of all ofthe needs to make up a viable project. <br /> <br />Councilmember Look stated he did not like the hard channelization that the federal government <br />was requiring. He did not believe hard channelization eliminated accidents, but rather shifted <br />accidents. <br /> <br />Councilmeinber Wise stated he was concerned about the Casey's business and limiting the <br />access to that business. <br /> <br />Mr. Orcutt noted a frontage road would be a better option, but there was not enough room for a <br />frontage road to be put in. He indicated medians were put in for safety purposes. He stated the <br />County was working with the businesses in the area that would be affected. <br /> <br />Mayor Ramsey noted history also tells the City that hard channelization killed business and <br />rerouted traffic through residential areas. He stated the City was opposed to additional hard <br />channelization. <br /> <br />Councilmember Elvig arrived at 5:56 p.m. <br /> <br />Councilmember Look stated he was confused why the County library did not have hard <br />channelization on Bunker, but the County was requiring Ramsey to have hard channelization. <br /> <br />Mr. Orcutt responded he did not know the history of that intersection, but he could research this <br />for the Council. <br /> <br />Councilmember Jeffrey noted the traffic counts coming out of the high school at the County <br />library was very heavy and indicated it took someone dying at that intersection before it was <br />changed. <br /> <br />City Council Work Session I February 23, 2010 <br />Page 2 of 5 <br />
