<br />Councilmember Elvig asked if the County could add width to the road, realign roads, and/or add <br />turn lanes to keep the area open. He did not believe doing a U-turn was safer than going across <br />the lanes of traffic. <br /> <br />Mayor Ramsey stated he would like to wait on taking action on this at the Council meeting <br />tonight so the Council had more opportunity to review the JP A and have more discussion. He <br />indicated he would like to see this as more of a parkway rather than what was being proposed. <br /> <br />Curt Kobilarcsik noted a parkway had lower speed limits and the speed limit on Bunker was set <br />by the State and only the State could change the speed limit. He stated the City or the County <br />had no control over speed limits. <br /> <br />City Administrator Ulrich asked if the County could put in more access or had the County <br />maximized the openings to meet the requirements of the grant. <br /> <br />Mr. Kobilarcsik responded the City could prepare a study, which would show some benefit to the <br />County's system. At that time, the County Engineer would review the request. <br /> <br />Jason Orcutt indicated the County had already deviated from the standards and from a design <br />standpoint and this would be a safer road. <br /> <br />Councilmember Look believed the City would have to close another street if this project wentin. <br /> <br />Mayor Ramsey requested further information on accidents regarding U-turns at controlled <br />intersections. <br /> <br />It was Council's consensus to pull this item from the Council agenda and bring it back for further <br />discussion at the next Council worksession. <br /> <br />2) Rental License Program <br /> <br />Planning Manager Miller summarized the staff report. <br /> <br />Mayor Ramsey stated any option that would force someone to do an inspection he would be in <br />objection to. <br /> <br />Councilmember Wise stated he was not opposed to a voluntary inspection, but he believed there <br />should be a fee imposed for an inspection. <br /> <br />Councilmember Dehen stated he was not in favor of a voluntary inspection. <br /> <br />Phil Rosar, 10640 Mississippi Boulevard, Coon Rapids, stated he had rental property in Ramsey <br />as well as in Coon Rapids. If the City adopted option 2, he had a lot of input regarding the City <br />of Coon Rapids rental program and that it did not work. He did not believe a voluntary <br />inspection would not work. He believed cities wanted to group foreclosures in with rental <br />property and associate the problems with foreclosure houses with rental houses.
