<br />Assistant City Engineer Jankowski explained that staff did not do full feasibility reports on all <br />options butthat information will be part of the public hearing. <br /> <br />Councilmember Look clarified with MnDOT the understanding that the direction Ramsey is <br />pursuing would commit over one-half a million dollars to reconstruct Dysprosium Street and if <br />their plans are not changed to discourage Dysprosium Street traffic, $673,000 needs to be <br />compensated back to the City. <br /> <br />Wayne Norris, MnDOT Area Manager, stated in talking with MnDOT and Anoka County staff, <br />TH 47 is not high on their priority list. He stated he did not see MnDOT tearing up Dysprosium <br />Street. <br /> <br />Councilmember Elvig stated this is the same discussion held at the Public Works Committee <br />meeting. He stated he is disappointed to hear that TH 47 is not high on the radar because <br />Ramsey has worked to get something accomplished, including lobbying the City's legislators. <br />He stated he would like to "turn up the heat" because TH 47 it is not travelable and the lack of <br />good transportation routes hurts the City's demographics and reduces property values. <br />Councilmember Elvig stated he wants it as high on MnDOT's radar as possible, noting that <br />federal money is available but the State cannot find the matching dollars. <br /> <br />Mr. Norris stated he had met with Representative Abeler,brought up the issue of TH 47, and <br />would also bring the issue back to the DOT. He added that he has had some success with finding <br />funding sources. <br /> <br />Councilmember Dehen explained it is not that Ramsey does not want TH 47 improved, all want <br />that, but the issue is that if traffic will be rerouted, Ramsey does not want to spend more money <br />than necessary on Dysprosium Street. <br /> <br />City Engineer Himmer noted that because the Lord of Life parcel fronts on a County road and <br />State highway, both MnDOT and Anoka County will make comment on the roadway and points <br />of access. <br /> <br />Council consensus was reached to support a full reconstruct of Dysprosium Street and direct staff <br />to schedule a public hearing on March 9,2010. <br /> <br />3) Request to Waive Administrative Hearing Fee for an Appeal of a Zoning Violation <br />at the Property Generally Located at 6203 Rivlyn Avenue NW <br /> <br />Environmental Coordinator Anderson reviewed staff's report. <br /> <br />City AdmiIiistrator Ulrich advised there is no provision in the City's ordinance to waive fees. <br />Because this consideration would establish a precedence, staff recommends not waiving the fee. <br /> <br />Councilmember Look stated he does not support waiving the fee, noting if the applicant is <br />successful on appeal, it would be refunded. <br /> <br />City Council Work Session / February 9, 2010 <br />Page 5 of7 <br />
