Ms. Miller responded that she had spoken with the City Attorney about this. There
would have to be an indemnification agreement removing the City from liability.

Discussion ensued relating to what to do about the lead paint and asbestos and the
question was asked if the City would require all that is wrong to be removed along with
an indemnification.

Messrs Grimme and O'Brien, stated they noticed the home and would like to add the
building to their camp to enhance their property. This would assist in their need for more
space to teach and house people. With regard to the asbestos, as long as it's not
disturbed, it does not have to be removed. It was noted that painting over the lead paint
should take care of that problem.

Councilmember Dehen thought it might cost about $10,000 to move the building. He
inquired what they envision for a timeframe and wondered if they could have an answer
to the Council in a month or so to see if it's feasible.

Mr. Grimme stated they would have to get inside the house to see how structurally sound
it is and if it is financially feasible but he thought they could know within a month's time.

Councilmember Dehen stated he would be amenable to giving this building to the Scout
Camp.

Mayor Ramsey stated he wanted to see the building gone as soon as possible; however,
he felt they could allow the Scouts more time. He added that the City would not charge
them for that building - we just want it gone. If you can make it work, he did not have a
problem with it. He asked that the gentlemen give Council weekly updates on this and
within a month we need to know if it can work or not.

Mr. Grimme stated they really appreciate all the help Ms. Miller gave them and inquired
if they could continue to seek her guidance through this process to which Council agreed.

Mayor Ramsey stated that if it did not work out, there may be some things from the
building the Scouts could use.

Councilmember McGlone expressed support for the Scouts to get the building.

Consensus of the Council was if the Scouts can make it happen - do it.

2) Review 2010 Council Organization

Deputy City Administrator Nelson stated that annually, at its first meeting of the year, the
City Council makes appointments to serve on various boards and commissions as well as
designates the City's financial institutions and official newspaper. Staff is requesting
direction from the Council regarding these appointments and designations for 2010 and
will bring this back for Council for their formal approval on the January 12 meeting.

City Council Work Session - January 5, 2010
Page 2 of9
