<br />Consensus of the Council was to keep the Council organization as it currently is. <br /> <br />Mayor Ramsey stated he is not completely satisfied with the City's choice of official <br />newspaper and inquired about other options. <br /> <br />Discussion ensued regarding the different newspapers available. Councilmember Dehen <br />stated that people in the legal community expect the notices to come out in the Anoka <br />County.. Union, and he felt that consistency was important. Using the StarTribune would <br />be more expensive. <br /> <br />Mayor Ramsey stated he would like it on record that he is not happy with the Anoka <br />County Union with regard to the coverage the City of Ramsey receives, with the articles <br />written, and "quite a few other things" <br /> <br />Councilmember Elvig stated he agrees. He looks at the Anoka County Union as a paper <br />for the Anoka City - not the County. He suggested that maybe the Council needs to talk <br />to the editor - maybe get together with a few folks there and influence how to manage <br />this. <br /> <br />Mayor Ramsey agreed there should be a meeting to express our concerns. He added he <br />just wants clear reporting - and the good has to be printed as well. He again expressed <br />his frustration with the reporting for Ramsey. <br /> <br />Councilmember Elvig commented that they need to be careful to represent the entire <br />County - there needs to be equal time and equal dialog. <br /> <br />Mayor Ramsey mentioned the Lower Rum River Water Management Organization <br />. (LRRWMO) and that Assistant City Engineer Steve Jankowski is the City's <br />representative and has been for a long time. Mayor Ramsey expressed concerns about <br />non-elected representation on that board. The law reads that it is to be an elected official <br />now; however, the City of Ramsey is grandfathered in. He felt that it would make sense <br />to have. two Councilmembers and two staff as representatives. <br /> <br />City Administrator Ulrich stated that Council could make that change request by <br />. resolution. For now it will be left as is, but bring forward a resolution requesting that <br />change. . <br /> <br />Councilmember Dehen asked what would be wrong in changing our staff liaison right <br />now to which Mayor Ramsey replied that Mr. Jankowski is the chair so that is an <br />advantage. Councilmember Look stated he did not see staff as being a Chair as more <br />advantageous. The lion's share of building that occurs is in Ramsey. Mayor Ramsey <br />stated that only a portion of Andover is a member. Councilmember McGlone inquired <br />isn't Council allowed by State Statute to be our own Water Management Organization. <br />Mayor Ramsey responded that it is more complicated than that. <br /> <br />City Council Work Session - January 5, 2010 <br />Page 3 of9 <br />
