City Administrator Ulrich suggested that if Council would like to see elected officials in
this position, you can do that and request other cities to do that as well. Mayor Ramsey
stated we need a willing Councilmember to do that to which Councilmember Dehen
stated he would be willing to be an alternate.

Councilmember Look stated this would work if every City has an engineer or someone
like a Steve Jankowski to be on and do the work and the elected officials would be the
voting members.

Mayor Ramsey reiterated his feeling that it needs to be an elected official to make a final
decision. He suggested City Administrator Ulrich contact the Cities of Andover and
Coon Rapids and see if they would be interested in doing that and bring the responses
back to the ne?'t Council meeting.

Councilmember Dehen wondered if the position is more of an advisory, are we better
served by having an engineer as part of it.

Mayor Ramsey stated that it's not a good position to have a City employee in. It should
be an elected official but added he didn't know if we would want to do that if other Cities
did not agree with it.

Finance Officer Lund talked about rates and investments and named the banks she is
recommending.

Mayor Ramsey inquired if anyone wanted to do any switching around. Consensus was to
leave the financial institutions and the City's official newspaper as is.

City Administrator Ulrich stated that a few weeks ago the City Council mentioned having
our State Senator come in and talk about legislative updates. There are a couple of items
we are having Senator Jungbauer working on such as appropriations for water recharge
and funding for a rail station. He noted that Senator Jungbauer was present this evening.

Senator Jungbauer talked about the bonding bill and what might be included as well as
the transportation improvement district bill. He reported there will be a special session
before the regular session starts. It's early so we will know what will happen with some
of the budget issues. He talked extensively about transportation issues and felt that they
would be able to move some things forward that would benefit the City of Ramsey.

Councilmember Elvig talked about the Hanson Boulevard overpass and how it got moved
to the front. He inquired if Senator Jungbauer thought that the Armstrong Boulevard
overpass is something that could get rocketed up front.

Senator Jungbauer stated that the governor has talked about leapfrogging solid projects.
If we can put the right pieces together in the Town Center, maybe developers will kick in
some money and we could move in front of the pack. There is a lot of movement to the
North Metro and we feel we can leapfrog a lot of money to the north. He added that we

City Council Work Session - January 5, 2010
Page 4 of9
