<br />City Engineer Himmer explained the seven properties are owned by three individuals. Staff did <br />not want to' contact them until the Council determined what to do. He noted the boulevard will <br />be impacted but the sidewalk will be located within the City's right-of-way. <br /> <br />Councilmember Elvig stated there is no question this is a safety issue and described the <br />cumbersome access to this area. He noted this problem started when CR5 was posted to restrict <br />parking and suggested staff get funding preauthorization through a resolution of "no prejudice." <br /> <br />Councilmember Jeffrey agreed it is a needed project and noted it would be City funded, not <br />assessed to property owners. <br /> <br />City Engineer Himmer stated funding is from the Public Improvement Fund so it is not an <br />assessed project. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Look, to authorize staff to <br />prepare the plans and specifications, solicit quotes, and construct a sidewalk along the north side <br />of 150th Lane from Nowthen Boulevard to connect with the existing sidewalks within the <br />MEADOWS subdivision along Helium Street. <br /> <br />Further discussion: City Engineer Himmer noted the crossing is on the south side of 150th Lane <br />but the sidewalk will be on the north side so the project may include painting a north/south <br />crosswalk as well. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Look, to amend the motion to <br />include painting a north/south crosswalk. <br /> <br />Further discussion: Mayor Ramsey requested that staff notify Council if there is a major <br />objection by any of the homeowners. Councilmember Dehen asked about impact to trees or <br />shrubs. City Engineer Himmer stated it is difficult to tell at this time of year but there is some <br />flexibility with the alignment and the City does not want to remove trees if possible. <br /> <br />Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Look, Dehen, <br />Elvig, and Wise. Voting No: None. Absent: Councilmember McGlone. <br /> <br />7.05: Consider Amended Scope and Additional Consultant Services for East <br />Meandering Commons Park <br /> <br />City Engineer Himmer reviewed the staff report. <br /> <br />Councilmember Look stated his interest is starting to dissipate, noting it was initially $80,000 to <br />have the Park redesigned, then the City went back to URS and offered $15,000 to utilize the <br />existing plans but that grew to $22,800. Now, the Council is being asked to expend another <br />$20,000 to update the plans.
