IT Manager Busch advised the site will be hosted by Bitwise Logic. He noted there is a license
fee but the City will realize a savings in not having to purchase software to host the site. He
described the maintenance fees the City currently pays to cover support and upgrades of
software.

Councilmember Elvig stated the RFP is thorough so he also wondered at the large discrepancy
between the bids. He asked whether all bidders had the same information

IT Manager Busch confirmed all had the same information but the big discrepancy was in the
content management system.

Motion by Councilmember Elvig, seconded by Councilmember Dehen, to authorize awarding
website redesign services contract to Bitwise Logic, Inc.

Further discussion: Mayor Ramsey asked if this bid covers what the City requested for services.
IT Manager Busch answered in the affirmative. Councilmember Wise asked if there are any
hidden fees to incorporate the City's information on the new website. Chris LeLeux,
representing Bitwise Logic, explained they can offer a competitive price because they have
developed a standardized product and host approach so their customers don't need to pay for
everything from scratch. He stated their program is very stable and easy to move content through
a cut/paste feature similar to MSWord. He assured the Council there are no hidden fees unless
the functionality of the code base is changed. With regard to training, he advised it is included in
the price and typically handled by less than one hour of telephone support. Mayor Ramsey
questioned the ability to house the City's documents, currently in LaserFishe format. Mr. Leleux
explained the document library they are developing and how it could be implemented in the
future. Deputy Administrator Nelson explained the intent with this redesign is to link into the
LaserFishe system as it exists today.

Motion carried. V oting Yes: Mayor Ramsey, Councilmembers Elvig, Dehen, Jeffrey, Look,
and Wise. Voting No: None. Absent: Councilmember McGlone.

7.03: Consider Memorandum of Understanding (MOU) with Anoka County for
the Reconstruction of County State Aid Highway 116 (Bunker Lake
Boulevard) from Germanium to Basalt Streets in the City of Ramsey

This item was removed upon adoption of the agenda.

7.04: Consider Request for Sidewalk Installation along 150th Lane NW

City Engineer Himmer reviewed the staff report.

Councilmember Look stated support for the project to assure children's safety and asked if the
seven affected property owners had been contacted. He noted that, historically, residents may
complain about a sidewalk on their side of the street so it is imperative to bring them into the
discussion to get their input.

City Council!
