CASE # <br />DISCUSS CONCERNS REGARDING ACCESS TO 16261 ST FRANCIS BLVD ACCESS <br />By: Steven Jankowski, Assistant City Engineer <br />Background: <br />Staff received the attached e-mail from a resident concerned about the access for the property <br />located at 16261 St Francis Blvd. Attached to this case are two aerial photos illustrating the area; <br />one showing the general area and the second a closer view of the driveway area. Also attached <br />are photos of the northbound approach to this driveway. <br />A search of the accident history shows ten recorded accidents near this location in the five year <br />period between January 1, 2005 and the present. None of these accidents noted any involvement <br />with vehicles entering or exiting the roadway at this driveway. <br />This parcel has legal access to TH 47, and could not be required to relocate the driveway <br />involuntarily. The rerouting of the driveway to another location, such as Lithium Street or 162nd <br />Avenue would involve acquisition of right-of--way or easements, or at a minimum the <br />cooperation of both the property owner at 16261 St Francis Blvd and the owner of the parcel to <br />the north to formalize a cross access agreement. <br />Staff has contacted the local MnDot maintenance office to inquire as to whether they would <br />consider placement of a warning sign such as "Hidden Driveway" appropriate for this location. <br />Notification: <br />Staff has notified the property owner at 16261 St. Francis Blvd., Steven C Rick, and the resident <br />that brought this issue to the City's attention, Ms. Nuemann, that this issue will be discussed by <br />the Committee this evening. <br />Recommendation: <br />Staff recommends that this issue be monitored closely and resolved with a future development <br />scenario that may occur in this area.
