CASE # ~'jr <br />DISCUSS INSTALLATION OF TURN LANES ALONG CSAH 5 <br />By: Steven Jankowski, Assistant City Engineer <br />Background: <br />Since the installation of the bituminous trail along the east side of CSAH 5 from Alpine Drive to Lord of <br />Life Church last year, staff has been asked to investigate the potential to construct right turn lanes at <br />intersections along this corridor. It is the feeling that bikers and pedestrians can now be accommodated <br />on the trail and that they will no longer need to be in the street, thus allowing for the installation of turn <br />lanes to alleviate congestion and delays. due to turning movements. The greatest need for such turn lanes <br />would be in this heavily traveled portion between Alpine Drive and TH 47, where traffic volumes range <br />from 5200 vehicles per day south of Alpine Blvd to 8100 vehicles per day north of TH 47. <br />Below is a table listing the status of right turn lanes for intersections and institutions throughout this <br />segment: <br />Existing RT <br />lanes RT lanes <br />Missin Location <br />West Dysprosium Street <br />West Iodine Street <br /> East LOL Church <br /> East & West 1461 Ave <br /> East & West Sunwood Drive <br /> West 1481 Ave <br /> East & West 1501 Ave / Ramse Elementa <br /> West 151St Ave <br /> East Old City Hall -Meadows <br />East & West Al ine Drive <br />There are ten locations within this segment that might be considered for the installation of turn lanes. <br />The County favors the installation of such lanes since they improve safety and increase the capacity of <br />the roadway. <br />Observations: <br />In discussions with Anoka County, staff was told that there is no established financing policy regarding <br />a request by a municipality for a turn lane installation. Funding constraints generally result in turn lanes <br />being installed in conjunction with a new development or a road improvement project such as an overlay <br />or reconstruction. Staff has requested that the County provide its pavement ratings and estimate when <br />an overlay project may next be scheduled for this segment of Nowthen Blvd. The cost of installing a <br />turn lane is dependent upon its required length, which is a function of the peak hour traffic counts, <br />turning movements, and traffic speed. <br />
