AGENT SCOPE AND RESPONSIBILITIES <br />The City of Ramsey desires the agent to perform the following services: <br />1. Advise and assist the City in encouraging consumerism and designing creative <br />health programs that provide a return on investment in the areas of employee <br />wellness, engagement and satisfaction. <br />2. Advise and assist the City in controlling health care costs and evaluating and <br />selecting among coverage alternatives such as deductibles, co- payments, out of <br />pocket payments, etc. <br />I Review coverage documents and invoices to assure coverage has been <br />correctly issued and billed. <br />4. Advise the City on potential gaps or overlaps in coverage's. <br />5. Provide the City with a quarterly analysis of claims data and determine the <br />premium impact of any coverage changes. <br />6. Assist the City as requested in submitting claims and interpreting coverage as <br />applied to claims. <br />7. Administer COBRA benefits and assist with COBRA/HIPAA administration <br />audits 5500s, forms and questions as needed. <br />8. Assist the City with benefit renewals by ensuring that all carriers that meet City <br />needs receive proposals, and seek alternative coverage if requested. <br />9. Assist the City with benefit plan design to contain costs and maximize benefits, <br />and negotiate with carriers. <br />10. Assist with setting up the renewal schedules annually. Assist with writing, <br />reviewing, analyzing, and presenting Requests for Proposals during renewals. <br />Provide side by side reporting for City review. Prepare and /or review and <br />advise on contract renewals. <br />11. Provide written update on new State or Federal legislation or judicial decisions <br />impacting the City and suggested action or changes in operations or procedures <br />to assure compliance. <br />12. Provide advice on data practices, records retention and privacy issues. <br />Research benefits questions and provide advice to the City as needed. <br />
