Sanitary sewers and water facilities shall be installed in accordance with the standards and <br />specifications as required by the council and subject to the approval of the city engineer. All <br />Duplex Dwellings, Single - Family Dwellings Townhouse Dwellings Twinhome /Quad <br />Dwellings, as defined by City Code, shall be required to have individual sanitary sewer and <br />water. When fire suppression systems are required by pplicable law each unit shall be <br />individually serviced by a separate fire suppression system Joint facilities are strictly prohibited <br />in these types of dwelling units. For lots subdivided prior to and approved for such <br />joint services, these joint services shall be reviewed at the time of Building Permit issuance and <br />required to incorporate a design that would minimize the potential for frozen water lines and fire <br />suppression systems Multiple (apartment or condominium) Dwellings are exempt from the ioint <br />service restriction. <br />(2) <br />The use of individual water and sewer systems in accordance with all appropriate state and local <br />regulations. <br />(3) <br />In an area not having municipal storm sewer trunk, the subdivider shall be responsible, before <br />subdividing, to provide for a stormwater disposal plan in accordance with the city's <br />comprehensive drainage plan without damage to properties outside the platted area and said <br />stormwater disposal plan shall be submitted to the city engineer, who shall report to the council <br />on the feasibility of the plan presented. No plat shall be approved before an adequate stormwater <br />disposal plan is presented and approved by the city engineer and council. The use of dry wells <br />for the purpose of stormwater disposal is prohibited. In areas where an outlet for stormwater does <br />not exist and the subdivider is unable to negotiate a drainageway with adjacent landowners, the <br />subdivider may petition the city to construct a drainage outlet. <br />(e) <br />Private utilities. In all subdivisions, all telephone, electric and gas service lines shall be placed <br />underground within dedicated public ways or recorded easements in such manner as not to <br />conflict with other underground services. All underground installation of service lines within <br />street rights -of -way shall be completed in a manner that will not disturb street surfacing. <br />(f) <br />Easements. All lots shall have a minimum of a ten -foot drainage and utility easement adjacent to <br />all road right -of -way and unplatted areas and five feet along all common property lines being <br />platted. Also greater easements may be required to protect areas in accordance with the approved <br />grading and utility plans. Easements at least ten feet wide on front lines and 20 feet wide <br />centered on rear or side lot lines shall be provided for utilities where necessary. Utility easements <br />shall have continuity of alignment from block to block and lot to lot. Easements may be required <br />along lot lines to rights -of -way so as to provide for street lighting. All underground utility service <br />lines, including water, drainage and sanitary sewer systems that traverse private property, shall <br />be installed within recorded easements. <br />(g) <br />Delineation and encumbrance of wetlands on all plats. <br />(1) <br />That the presence of any public or private drainage ditches shall be identified on all plats and <br />encumbered within a 66- foot -wide drainage and utility easement. <br />(2) <br />
