That the delineation of wetlands and encumbrance of wetlands with public drainage and utility <br />easements shall be required on all plats, except that any lots proposed to be ten acres or more in <br />size that are located in plats that are outside the boundaries of the Metropolitan Urban Service <br />Area shall be exempt from the wetland delineation and encumbrance requirement. This <br />exemption does not supersede the city's authority to require the establishment of drainage <br />easements, if necessary, over the proposed method of conveying and disposing surface water <br />drainage within and beyond the limits of the plat to publicly owned or controlled drainage <br />facilities or storm sewers. This exemption also does not supersede subsection (f) of this section, <br />which establishes that where a subdivision is traversed by a watercourse, drainageway or stream, <br />a drainage easement conforming substantially with the lines of such watercourse shall be <br />provided, together with such further width or construction, or both, as shall be adequate for <br />stormwater drainage of the area. <br />(h) <br />Lots. <br />(1) <br />The minimum lot area and dimension shall be as specified in the respective zoning districts of <br />the city. <br />(2) <br />All lots shall have at least the minimum required frontage on a publicly dedicated street. <br />(3) <br />Corner lots shall be platted at least ten feet wider than. interior lots. <br />(4) <br />Butt lots shall be platted at least five feet wider than the average width of interior lots in the <br />block. The use of butt lots shall be avoided wherever possible. <br />(5) <br />Lots abutting upon a watercourse, drainageway, or stream shall have such additional depth or <br />width as may be required to protect house sites from flooding. <br />(6) <br />Lots with frontage on two parallel streets shall not be permitted except where lots back on <br />arterial streets or highways. Double frontage lots shall have an additional depth for screen <br />planting along the rear lot line. <br />( <br />In those instances where a plat is adjacent to a county road or state highway, no direct vehicular <br />access shall be permitted from individual lots to such highway. The number of access onto MSA <br />roads shall be avoided or minimized. <br />( <br />In the subdividing of land, regard shall be shown for all natural features, including tree growth, <br />watercourse, which if preserved will add attractiveness to the area. <br />( <br />Lot remnants which are below minimum lot area or dimension must be added to adjacent or <br />surrounding lots rather than to be allowed to remain as an unusable outlot or parcel unless the <br />subdivider can show acceptable plans for the future use of such remnants. <br />Duplex, Townhouse, Twinhome, and Quad Dwellings gned for separate ownership of <br />individual dwelling units shall be required to subdivide each unit separately through the City's <br />
