City of Ramsey 7550 Sunwood Drive NW Ramsey, MN 55303 RE: Lowest Responsible Bidder Project: East Meandering Commons Park (C.I.P. #10-23) Dear Mr. Himmer, This letter is in regards to the public bid results that were opened at 10:00 a.m. at the Ramsey City Hall for the East Meandering Commons Park Improvements. Peterson Companies is concerned with the procedures that will be followed and enforced to determine the lowest responsible bidder. During the opening of the bids, one of the contractors base bid was read aloud which was followed by the reader stating "Bid form not completed, bid incomplete." Peterson Companies later learned that this contractor had not fully filled in all the necessary line items on their submitted bid. Per City of Ramsey specifications for this project, Information to bidders, (IB 1) third paragraph, third sentence, the specification states in bold "Bids are required for all alternates, incomplete bid forms will result in disqualification." Peterson Companies feels that this rule as written in the specification should be followed as stated. We are requiring the city to respond to this letter no later than Monday, March 29`h at 12:00 p.m. as contract award is set for Tuesday night. If the city plans on recommending a contractor that did not fully complete the bid form we will take further legal action to ensure the city conforms to the specifications.
