Allina Health System: Preliminary Site Plan Review <br />March 26, 2010 <br />Page3of5 <br />Loading Docks: There are no loading docks required for the facility. <br />Off -Street Parking - Spaces Required: The Town Center zoning district sets a maximum parking <br />space standard of 4 per 1000 square feet of building for medical clinics and offices; which equates to- <br />114 spaces in this case. The site plan proposes 143 parking spaces. A conditional use permit has <br />been submitted for an increase in maximum parking spaces to achieve the needed 143 spaces. Staff <br />notes that on -street parking is provided and encouraged to be used along Sunwood Drive. Allina <br />Health System shall enter into a shared parking agreement with. PSD, LLC, the owner of future <br />Outlot A, as the City encourages shared parking facilities wherever possible. <br />Signs: .Please note that all signs for the proposed building must be approved through a separate sign <br />permit process. <br />Lighting: City standards require that the luminaire (light source) must not be visible from beyond the <br />property line. The submittal includes a lighting plan. Any lighting used to illuminate an off-street <br />parking area, sign, or structure shall be arranged to deflect away from Sunwood.Drive and Ramsey <br />Boulevard. <br />Landscaping Plan: The following comments are offered regarding the March 1, 2010 Landscaping <br />Plan: <br />• The Planting Notes should include the following: <br />o Planting depth shall be such that the first set of primary roots is at finished grade. <br />o Remove twine, wiring, ropes and burlap from top and sides of root ball. <br />o At time of planting, only prune out dead or damaged branches. All necessary pruning <br />cuts shall be made just outside of branch collar area. <br />o Remove all tags and labels. <br />o Wood chip mulch shall not be piled against the trunk of trees. <br />• A two (2) year maintenance guarantee is required on all landscaping after initial acceptance <br />by the City. <br />• Topsoil, whether it is trucked in or the existing topsoil is amended, must meet or exceed MN <br />DOT's Premium Topsoil specification. • <br />• At the time of installation, all shrubs must be at least twenty-four (24) inches in size. <br />Please submit a revised landscaping plan prior to execution of the Development Permit. <br />Irrigation: All new landscaping shall be irrigated by an in -ground system. Irrigation metering and <br />backflow devices shall be approved as part of the Utility Plan, and installed accordingly. Irrigation <br />rain sensors shall be installed and appropriately placed throughout the site. <br />Tree Preservation: This site is devoid of any significant tree cover and therefore, no tree <br />preservation plan is necessary. <br />Grading and Drainage: The building floor elevation is set above the adjacent grades on Ramsey <br />Boulevard and Sunwood Drive. The grades from the building to the property lines and from the <br />parking lot to the property lines are shown as 3:1, the City requires a maximum slope of 4:1: The <br />grading plan shows the spot elevations for catch basins C & D as being higher than the adjacent <br />grades. <br />26 <br />
