Allina Health System: Preliminary Site Plan Review <br />March 26, 2010 <br />Page4of5 <br />The Ramsey Town Center Development utilizes regional stormwater ponds for rate control and water <br />quality treatment. Each individual site needs to provide additional water quality treatment through <br />the use of rain gardens or water quality treatment structures. The type of water quality treatment <br />device proposed is listed on the plans. The drainage area treated by the device and specifications for <br />the device must be submitted. <br />The ultimate destination for stormwater discharged from the site is the Mississippi River. This should <br />be changed on Sheet C4. <br />Please submit a revised Drainage and Grading Plan prior to execution of the Development Permit. <br />Access and Streets: Both Lot 1 and Outlot A are proposed to receive access from Sunwood Drive <br />from a shared drive, which will require a cross access easement or other access agreement, subject to <br />the review of the City Attorney. Only one access will be allowed onto Sunwood Drive and the <br />existing pavement .striping along the roadway (turn lanes, etc.) may require revisions as a result of <br />this access location, all of which would be performed and funded for by the Applicant. This access <br />- may be restricted in the future to right -in right -out only dependant on traffic and .accident history. <br />Outlot A will also have an access onto Peridot Street and should be included in the cross access <br />easement, benefitting Lot 1. <br />Sidewalks: An additional two (2) to four (4) foot section of sidewalk must be added (at the <br />Applicant's cost) to the existing sidewalk along Sunwood Drive, in accordance with the Ramsey <br />Town Center Master Plan, completed Sunwood Drive Streetscape improvements, and City policy. <br />Construction of this sidewalk section may require additional sidewalk easement if constructed on <br />private property. . <br />Traffic Generation: As part ,of the Town Center AUAR, a detailed traffic analysis was completed <br />that anticipated the type and size of development shown on the plat. The proposed development is <br />consistent with the traffic modeling system used as part of the AUAR analysis. <br />Regional road improvements to facilitate the whole Ramsey Town Center development have been <br />agreed upon and have already begun construction. This proposed development does not generate <br />more traffic than was anticipated. <br />Utilities: At a meeting with City Staff on February 18, 2010, discussion was held regarding an <br />alternative utility plan. that connected to municipal utilities in Sunwood Drive, rather than Peridot <br />Street. This does eliminate the need for additional easements and provides more flexibility in site <br />planning for Outlot A in the future. However, this will impact traffic patterns on Sunwood Drive <br />during construction. A plan must be submitted for this proposed work for review by City staff, and <br />should the City approve this alternative utility plan, the work must be completed under traffic, be <br />brought to grade at the end of the day, and paved within 24 hours. Work must be completed prior to <br />the City completing a planned seal -coat project. <br />The watermain is shown under the future building expansion. The watermain must be routed outside <br />of the future building addition. Should the City approve the alternate utility connection plan, the <br />connection to the watermain must be done by wet tap. Open cutting of the watermain will not be <br />permitted. Fire Hydrants shall be Waterous Pacer Model WB-67. <br />27 <br />
