Motion by Commissioner Cleveland, seconded by Commissioner Rogers, to approve the following minutes as presented: 1) Planning Commission public hearing and regular meeting minutes dated January 7, 2010. Motion Carried. Voting Yes: Chairperson Levine, Commissioners, Cleveland, Rogers, Brauer, Dunaway, Hunt and Van Scoy. Voting No: None. Abstain: None. Absent: None. NOTE CITY COUNCIL MINUTES The following Council minutes were noted: 1) City Council regular meeting minutes dated January 26, 2010 PUBLIC HEARINGS /COMMISSION BUSINESS Case #1: Public Hearing — Request for a Conditional Use Permit to Allow Motor Vehicle Repairs and Motor Vehicle Sales in the H -1 Highway 10 Business District on the Property Located at 6845 Highway 10 NW; Case of Eddy's Auto & Body Repair, Inc. Public Hearing Chairperson Levine called the public hearing to order at 7:05 p.m. Presentation Commissioners Brauer and Dunaway excused themselves from Case #1. Environmental Coordinator Anderson presented the staff report. Citizen Input Ed Prater, 6540 169th Lane NW, the applicant, stated he understands he needs a conditional use permit because the City is trying to clean up Highway 10. He continued that he has been in business in Andover since 1976 and has never had a problem with the City of Andover. He puts the cars behind a fence at night. He wants a nice reputable business. Commissioner Van Scoy asked if the applicant had any questions or concerns with the conditions in the permit. Mr. Prater said he did not and was fine with the conditions. Commissioner Van Scoy asked if the striping of 41 spaces was because of the office space. Environmental Coordinator Anderson stated that required spaces take into account the enclosed bays, number of full time employees and the office space. There is no striped parking at this time, so the 41 spaces are not additional spaces. Planning Commission/March 4, 2010 Page 2 of 8
