Assistant City Engineer Jankowski reviewed the staff report. He stated that staff received an
email fromMr. and Mrs. Brian Reynolds, 14752 Xkimo Street, indicating that they felt Xkimo
Street was not in the same sort of condition as the majority of the Rivers Bend development and
suggested that the overlay not be done on their street; staff has had an opportunity to look at the
street and concurs that Xkimo Street is not as bad as the remainder of Rivers Bend due to less
traffic, and if Council wishes, this portion of the project could be eliminated for 2-3 years. He
added staff also received an emaillate this afternoon from William Thompsen, 15428 Nowthen
Boulevard, regarding the overlay of County Road 5 and Mr. Thompsen indicated that he checked
at the time of his purchase in 2009 regarding jurisdiction and maintenance responsibility for
County Road 5; Mr. Thompsen was informed by a County employee that the transfer of the
roadway to the City had been initiated but not completed. Assistant City Engineer Jankowski
stated it has been the City's practice to maintain that road and staff will follow up with the
County to find out whether the transfer has been made.

Citizen Input

Irene Beberg 7411 152nd Avenue NW, appeared before the City Council and stated she is
disgusted with the condition of her road. She explained that when her road was put in, they did
not tamp the road and there are still cracks in it; in addition, Minnegasco was in the area with
heavy equipment shortly after the road was put in and damaged it. She indicated that
Minnegasco told residents they would fix the road, but all they did was pour crushed rock and
tamp it down. She stated she did not think it was fair that she has to pay for something that was
not done properly in the first place.

Assistant City Engineer Jankowski explained that the streets in the City received bituminous
overlay five years ago and it is typical to have cracks in the overlay from the underlying
pavement. He stated that this year, the City will be sealing cracks and then placing a seal over
the cracks with the goal to keep the water from penetrating into the base of the pavement. He
agreed to look into the concerns raised by Ms. Beberg.

Brian Peterson, 5194 147th Lane, appeared before the City Council and requested that staff look
into the curbing on Waco Street down by 142nd since it appears to need replacement.

Assistant City Engineer Jankowski stated this is part of the project and staff will be marking the
curbing prior to overlay and having it removed if necessary.

Craig Fritz, 18620 Audrie Street, appeared before the City Council and requested clarification
regarding Alpine Drive.

Assistant City Engineer Jankowski stated that this will have an overlay as well as replacement of
some of the catch basins.

Mr. Fritz asked if the City has any plan to regrade the road to address erosion on it.

City Council!
