<br />The public hearing was closed at 7:59 p.m. <br /> <br />Council Business <br /> <br />Mayor Ramsey called the regular City Council meeting back to order at 7:59 p.m. <br /> <br />Assistant City Engineer Jankowski stated the Council needs to address several issues this <br />evening, including whether to move the center line to equalize the boulevard gain between both <br />sides of the street, whether the property owners should be assessed based on front footage or on <br />an area basis, and whether to install separate driveways or continue the existing shared common <br />driveway access for the northerly ten lots on the west side of the street. <br /> <br />Councilmember Elvig suggested that the driveway issue be directed back to the Public Works <br />Committee and ask that they look further at the design. <br /> <br />Public Works Director Olson stated that staff does not have any ill feelings toward separating the <br />driveways. He indicated the only concern is from a timing perspective as well as State Aid <br />eligibility because without obtaining proper easements, the City would then fall into the category <br />where the project will not get funded for this summer. He stated he felt there should be some <br />responsibility on the part of the affected property owners to straighten out their driveway and the <br />other residents should not have to pay for that. <br /> <br />Mayor Ramsey stated the City would need to obtain agreement from all property owners that <br />they would be responsible for their portion of it. <br /> <br />Mr. Newlin indicated he would not be opposed to paying for his own driveway. <br /> <br />Public Works Director Olson suggested that Council leave the driveway issue up to staff to work <br />on the combined accesses' on this northerly section and leave it up to the property owners to <br />decide whether to have joint or separate driveways, with the understanding that if the driveways <br />are to be separate, there will be costs associated with placement ofthe sidewalk to their homes. <br /> <br />Discussion ensued regarding placement of the centerline in the center of the right-of-way and <br />assessing the project based on frontage. <br /> <br />Assistant City Engineer Jankowski stated that this project is scheduled to be ordered at the <br />Council's May 11, 2010 meeting. . <br /> <br />7.
