CASE #1 ELMCREST PARK - BUILDING AND PLAYGROUND PLANNING By: Mark Riverblood, Parks Supervisor Background: At the regular Febmary Park and Recreation Commission meeting, the planning process for the proposed building and playground for Elmcrest Park was outlined by month as identified in the monthly action steps below. Observations: Park and Recreation Commissioner Randy Backous continues to make progress on this project and will update the Commission on the schedule and work plan. o January '10: Commission acknowledges City Council's adoption of the 2010- 2014 Capital Improvement Program, which includes Elmcrest Park's building and playground. (Note: the playground is not spec{flcally named in the CIP document, but is intended to be a part of the building project.) /.,'tatus: Complete President (?fNorthern Lights Soccer announces to the Commission that the board intends' to make commitments to the city for the building project to include both a financial investment (amount to be determined) and ongoing maintenance during the soccer season o Februmy: Commission approves preliminaJ)l work plan and outline. ,,\'tatus: Complete Northern Lights Soccer initiates (?iTer to city by scheduling a City Council work session to gauge Council desire jor the collaborative. Status: Complete (Tentatively scheduledfor April or May) o March: Northern Lights identifies probable square footage and minimum facility needs in consultation with the city. Northern Lights develops rendering and meets with Council. o April: (Pending Council consensus to proceed with playground and building project), the Commission recommends an allocation of Park Tmst Funds to be matched. One scenario would divide the funding for project as follows; Park Trust Fund, donation by philanthropic organization and a fund raiser by the soccer program.
