<br />Park and Recreation Commission approves plans and specifications and <br />recommends to City Council to obtain bids. <br /> <br />Staff develops total proj ect estimate by scope of activity E.g. playground, <br />building, sewer, water connection, landscape etc. <br /> <br />Northern Lights identifies external funding (philanthropic organization) and <br />organizes fund raising project. <br /> <br />o May: Council directs staff to obtain bids for the building project (with <br />notification to bidders that funding needs to be secured before project receives <br />final approval). <br /> <br />Fund raising continues. <br /> <br />o June: Staff finalizes RFP for the non-building elements (playground, sewer etc.) <br /> <br />Fund raising continues. <br /> <br />o July: Building bids, and playground and other proposals received. The Park and <br />Recreation Commission recommends proj ect for Council approval. <br /> <br />Northern Lights and city staff draft Joint Powers Agreement (JPA) for on-going <br />facility maintenance and disbursement of building funds to the city. <br /> <br />Fund raising project nears conclusion. <br /> <br />o August: City Council approves JP A and authorizes playground and building <br />project.
