CONSIDER A RESOLUTION AUTHORIZING STAFF TO BEGIN THE
RECRUITMENT PROCESS FOR AN ECONOMIC
DEVELOPMENT/MARKETING MANAGER AND AUTHORIZING A
REORGANIZAITON IN ADMINISTRATIVE SERVICES
Background
By: Givonna Reed Kone, Human Resources Manager
PC CASE # q•®1
Sean Sullivan, the City's Economic Development Coordinator, resigned from his position
effective March 3, 2010. When Mr. Sullivan's resignation was accepted by the City
Council, staff presented a short term plan for covering economic development
responsibilities, which included assigning priority items to existing staff. The Deputy
City Administrator has conducted a needs analysis and based on the results of that
analysis and she is recommending that an Economic Development/Marketing Manager be
hired to perform economic development functions. In addition, staff has included minutes from
the April 8, 2010 EDA meeting which indicate EDA support for hiring a full -time regular
Economic Development/Marketing Manager.
In assessing economic development needs, staff has determined that it is necessary to
shift some of the general administration responsibilities to the Human Resources
Manager and Finance Department which will enable the Deputy City Administrator to
focus more on economic development and HR responsibilities. If this recommendation is
accepted by the City Council, the Human Resources Manger would be reclassified to
Human Resources Manager /Assistant Director of Administrative Services and new
responsibilities for this position would include oversight of the Information Technology
and Facilities Divisions.
