Needs Analysis for Vacant and New Positions <br />Position: Economic Development Coordinator vacated March 3, 2010 <br />Requesting to recruit for an Economic Development & Marketing Manager <br />1. Is the position essential? <br />Essential positions are those that provide core public health and safety services; emergency and disaster <br />assistance; and preservation of the essential elements of the City's financial activities. <br />The Economic Development Coordinator position plays a key role in preserving and ensuring the <br />growth of the City's tax base in its industrial and commercial sectors. This tax base and job creation has <br />a direct relationship to the financial health of the City and our opportunities for continued growth into <br />the future. At no time in the past have our efforts to retain and attract businesses to the community been <br />greater than they are today. Our local businesses require our support and advocacy in ensuring that they <br />survive this downturn in the economy. The following is a summary of key responsibilities of the <br />Economic Development Coordinator: <br />Staff Liaison to EDA: <br />• Provide staff support to Economic Development Authority, prepare agendas, cases for <br />consideration, follow -up on direction, manage projects, develop annual work plan and goals, act on <br />initiatives established. <br />TIF and Job Creation Reporting/Tracking: <br />• MBAF reporting for job creation. due annually April 1 — Reporting on job creation from subsidies <br />awarded (Done for 2010. Tag Machine, QDP & JBT Alliance). <br />• TIF reporting due annually August 1- Report summary of expenditures for year prior. <br />• Manage escrow accounts — Manage escrow accounts for past industrial projects. <br />• Coordinate infrastructure needs for Economic Development projects coordinate with engineering <br />for ED projects, manage finance end of improvement phase of project. <br />Economic Development and Marketing Events: <br />• Business Expo, May 1st, 2010 at Pact Charter School <br />• Business Appreciation Day, August 17, 2010 at The Links at Northfork <br />• Business Network Meeting and Small Business Seminar, November 2010 <br />Business Retention and Relationship Management: <br />• Business Retention — Coordinate appointments to meet and greet businesses on a regular basis. <br />This is important during these tough economic times to meet with businesses and ask if there is <br />anything the city can do to help. It is critical to stay in touch with our local businesses during this <br />time to indentify assistance that can keep them in business, identify opportunities to partner or <br />collaborate, provide good analysis for business expansion. <br />1 <br />
