<br />Councilmember McGlone stated we will get development because of the train. If we do <br />not use the gifts in front of us, we cannot get back the train. This road will help us with <br />the issues on Highway #10. This will be ready for replacement by the time we get <br />Highway #10 done. We cannot escape that we need to do something about this. Ifwe <br />slow people down on this road, they will be coming down this street anyway. We have <br />an opportunity here to solve a lot of issues. Experience is telling you that you really do <br />not know what's coming and you have to take advantage of what's here. <br /> <br />Director of Public Works Olson stated that we have to look at the history and the facts. <br />Historically, this kind of stuff causes problems. He stated he has some issues with this <br />JPA. The first is County Road #116 and Iodine right-in right-out to be closed if there are <br />crash issues; that needs to be struck. <br /> <br />City Engineer Himmer stated that it said to be closed when Magnesium is signalized or <br />there are crash issues. We took out the "signal at Magnesium" but he thought they have <br />the authority to do that. <br /> <br />Councilmember McGlone stated that say the State decided that Highway #10 should get <br />done soon - five years from now - we need somewhere to detour. <br /> <br />Mayor Ramsey stated that some of Council is not comfortable with hard channeling. <br />This will come to the Council meeting on March 9 - now we need to talk about the JP A <br />to see if there's anything we have to address. Signals should be at Magnesium or <br />someone will get killed there. We will share the cost with the County. <br /> <br />Consensus of the Council was to take out the crash language with regard to closing <br />Iodine; make provisions for u-turns where u-turns are necessary; signalize Magnesium; <br />take the median out at Unity Street (3/4 access) westbound to southbound. <br /> <br />Staff was asked to "track down" the City approval dates for Casey's (site plan approval). <br /> <br />Councilmember Elvig stated he would like to see it as a parkway. He felt we are doing it <br />too cheap. If we are going to build a road - then build a road. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Elvig and seconded by Councilmember Wise to adjourn the <br />meeting. <br /> <br />Motion carried.
