<br />A representative of Casey's expressed concern about cutting through neighborhoods and <br />choking businesses out. He noted a lot of businesses were closed at Sunfish because of <br />hard channelization. <br /> <br />Mayor Ramsey asked what the City is on the hook for at Sunfish and Bunker. <br /> <br />Director of Public Works responded turn lane improvements and signalization of Bunker <br />Lake and Sunfish Lake Boulevards. <br /> <br />Mayor Ramsey stated but not hard channelization - that's not in the JPA and he wanted <br />to make everyone aware of that. <br /> <br />Councilmember Dehen inquired how much flexibility we have in the current right-of-way <br />to expand the median out without impacting the sidewalks. He added that he liked <br />Councilmember Elvig's idea about widening. He talked about traffic and the path of <br />least resistance. <br /> <br />Councilmember Look felt that has nothing to do with hard channelization. <br /> <br />Mr. Olson suggested that it does - they will not put two lanes in each direction without <br />hard channelization. <br /> <br />Councilmember Look stated that policy is not the same as other counties and their policy <br />is a collision point policy. <br /> <br />Mr. Olson stated that staff needs to know from Council what to go back to the County <br />with. <br /> <br />Councilmember Look felt that this County wants to hard channel every single county <br />road at the collision points. <br /> <br />City Engineer Himmer stated that on the east end, medians are as wide as turn lanes. <br />Additional acquisitions would be necessary, but it doesn't mean that would give people <br />access. He talked about trails, boulevards and noise walls. <br /> <br />Councilmember Elvig stated he didn't think it is just Anoka County. He thought Anoka <br />County is the only one getting the federal money because they are hard channeling. He <br />added he cannot see cutting off all these accesses. He stated he was in favor of 45 mph <br />and making a boulevard. <br /> <br />Mayor Ramsey felt that did not solve the hard channeling. <br /> <br />Councilmember Elvig stated it's about money - this is what the County has to do to get <br />the money out of the federal government. <br /> <br />City Council Work Session - March 2, 2010 <br />Page 9 of 11 <br />
