submitted. Two got awarded - the rest did not. This project got it because of access
control. If we pull out major access closures, it would have to be rescored and we
probably would not get the funds.

Councilmember Dehen asked where is the cut to Casey's to which Mayor Ramsey replied
there is none. Councilmember Dehen asked where it would be if there was one.

Council reviewed the map and talked about different cuts, different options, widening,
turn lanes, etc. and asked if we can expand on this plan.

City Engineer Himmer stated that staff asked what would be required to add more but the
response was that they want to keep this corridor narrow so there are not as many
acquisitions. He added that the potential for widening and adding turn lanes would be at
the City's cost.

Councilmember Elvig asked if we are willing to put in another million dollars to make it
a great proj ect.

Mayor Ramsey stated he would not be interested with all that hard channeling.

Councilmember Dehen suggested we could have the County share in the cost to make it a
better project.

Mr. Olson stated we have been working on this project for quite some time and we have
had a couple of open house informational meetings on it as well. He thought they may
say fine - but it will cost us more for additional right-of-way, more roadway width, etc.

Councilmember Look stated that people do not like u-turns. Traffic will increase on this
road and there's already too much. He asked where along this route they would close the
road. He stated he is not advocating for a cut on Iodine - that would be more ridiculous;
who wants to make this a freeway. Highway #10 is a problem - people are coming down
this road because of Highway # 1 O. We will fix the band aid - not the problem. There
should have been a fix for Highway #10.

Councilmember McGlone stated we need to talk about other options. The fact is we
cannot fix Highway #10 - that's at least ten years out; however, that does not change the
fact that we need to do something. The County has come back and changed the plan after
comments by this Council. We will look at a $6 million project of money not directly out
of the pockets of Ramsey taxpayers. We are on the hook for $450,000. We have to
spend that money so spend it on this road. The County will put in some improvements.

Mr. Olson stated that we cannot design this without the County authority - it's their
jurisdiction.

City Council Work Session - March 2, 2010
Page 8 of 11
