<br />Councilmember Elvig agreed. We have to be careful in conversation about changing the <br />policy now and we.have made a strong statement about what we want for Highway #10. <br /> <br />Councilmember Wise talked about appraisals and how it's all about location. He stated <br />he would be in favor of seeing the County's numbers for this property and what they've <br />paid in taxes for 20 years. Deputy Administrator Nelson stated staff could get that <br />information. Councilmember Wise commented on wanting to do the right thing and <br />added that this conversation should be taking place after the ICO property was taken <br />down. <br /> <br />Mayor Ramsey stated he is fine with using The Tinklenberg Group. <br /> <br />Councilmember Dehen stated he would like our legal more involved in this process and <br />Mayor Ramsey agreed. <br /> <br />3. Consider Joint Powers Agreement (JPA) with Anoka County for the <br />Reconstruction of Bunker Lake Boulevard, between Basalt to Germanium <br />Streets <br /> <br />City Engineer Tim Himmer presented a background of the reconstruction project for <br />Bunker Lake Boulevard. He stated that discussions at meetings in September and <br />October 2009 primarily focused on two issues - hard channelization and access, and <br />impacts to local traffic in the surrounding neighborhood. At the last meeting, Council <br />requested information on whether a round-a-bout could be constructed at the intersection <br />of CSAH #116 and Sunfish Lake Boulevard, and it was determined that a sketch would <br />be provided and discussed when a draft Memorandum of Understanding was available for <br />consideration. Due to time constraints, discussion was tabled at the February 9 work <br />session; therefore, it is being discussed this evening. Mr. Himmer stated that due to lost <br />time, and in an attempt to understand whether this project will be moving forward in the <br />required timeframe to utilize the allocated federal funds, the County is requesting review <br />and consideration of a JP A at this time. He noted that a strike-through version of the JP A <br />is attached to the staff report as reviewed and commented on by City staff, as is the <br />revised agreement received from the County in response. Discussion at this meeting will <br />provide additional direction from the Council for further requested revisions. <br /> <br />Mayor Ramsey inquired where it shows what the criteria are to use federal dollars. Could <br />this be done without hard channeling and use federal money. If not, he stated he wanted <br />to see documentation showing that we cannot do that. <br /> <br />Mr. Himmer pointed out the area in discussion. <br /> <br />Mayor Ramsey stated that it is written so that they do not have to close intersections. <br /> <br />Director of Public Works Olson stated staff will do what Council wants us to do but <br />talked about the scoring.
