LRRWMO Meeting Minutes <br />October 19, 1988 <br />Page 3 <br />Mr. Pearson stated that if there is a way to mitigate it, it would <br />be in the city's best interest to provide that kind of alternative to the <br />Commission and the DNR. In that way they will not be diminishing the <br />wetlands. <br />Mr. Anderson suggested that the city may be able to make it bigger <br />below the 18th tee by perhaps another 100 feet so that it would be close <br />to the size it is now. They could perhaps even bring it into the 18th <br />fairway. Mr. Anderson continued by stating that perhaps they could leave <br />the pond the same size and fill in the one part. The city reportedly <br />hopes to complete this project yet this fall. <br />The Commission explained their position to Mr. Anderson in that <br />they are recommending to the DNR that the city consider providing mitiga- <br />tion so there would be no loss of wetlands. <br />OLD BUSINESS <br />1. Rum River Erosion Control Ordinance. Attorney Pearson presented <br />the Commission wi a r or finance es a fishing erosion controls and <br />limiting the size of motors and speed for boats operating on the Lower <br />Rum River. He explained that the member communities should review the <br />proposed ordinance and make their recommendation to the Anoka County Com- <br />missioners by way of resolution. The County has, by letter, agreed to <br />consider such an ordinance at that time and will hold a public hearing <br />regarding the proposed Rum River Erosion Control Ordinance. <br />The draft ordinance was closely reviewed. Mr. Weaver recommended <br />that Section 1 of the ordinance describing the Purpose of the ordinance <br />should include wording relating to the interests of safety for those <br />using the river for swimming or canoeing. Mr. Raatikka concurred. The <br />wording should be changed to include the following; 1) limit erosion; <br />and 2) to provide a safer river to enhance the safety of swimmers, canoers, <br />small boaters, and for fishing. <br />Section 2A, Regulations, was discussed. The Commission concurred <br />that the descriptive' area o£ the Rum River should be from the Rum River <br />Dam in the City of Anoka to the County Road bridge westerly of Rum River <br />Central Park. The Commission concurred that the five horsepower limita- <br />tion should remain in the proposed ordinance. <br />Mr. Pearson recommended that a letter from this Commission be sent <br />to the County informing them that this draft ordinance has been sent to <br />the cities, and their comments will be forthcoming. <br />Mr. Raatikka felt that a common resolution should be considered by <br />each of the member city councils to pass on, recommending that the County <br />adopt the proposed ordinance. <br />
