LRRWMO Meeting Minutes <br />October 19, 1988 <br />Page 2 <br />the applications, even if the response is "No Comment ", Barr Engineering's <br />lawyer reportedly advised that their engineering consultants do not make <br />direct comments to the DNR on behalf of the WMO, but that the WMO Commissions <br />themselves comment on the perrait applications after considering the en- <br />gineering consultant's recommendations, if any. Should the situation arise <br />whereby the Commission is unable to meet and make comment prior to comment <br />deadlines, Mr. Skallman stated that it is possible to get an extension for <br />comments. <br />Motion was made by Mr. Weaver, seconded by Mr. Raatikka, that the <br />engineering consultant is to review permit applications and make recommenda- <br />tions to this WMO Commission for their consideration and action. Such <br />motion shall alter the motion on page 2 of the Sept. 21, 1988, meeting <br />minutes. All voted yes. Motion carried. <br />Discussion continued with regard to permit application #89 -6145 from <br />the City of Anoka requesting permission to alter an established wetland <br />within the Greenhaven Golf Course. Mr. Skallman pointed out that it is a <br />protected wetland and stated that the project is against their policies. <br />Mr. Raatikka suggested that Anoka could possibly receive approval from the <br />DNR if they create additional wetlands somewhere else. He added that the <br />proposal would enhance the golf course if there was a way to do it. <br />Chairman Schrantz queried whether the golf course is a place for a wetland. <br />Motion was made by Mr. Raatikka, seconded by Chairman Schrantz, that, <br />recognizing the sensitivity of this Commission to the wetlands and knowing <br />the DNR and the State's concern, it is our recommendation that the City of <br />Anoka consider alternatives and provide mitigation or substitute with other <br />wetlands. All voted yes. Motion carried. <br />Mr. Weaver requested that Golf Superintendent Morrie Anderson be <br />allowed to describe the project. The Commission concurred. <br />Mr. Anderson explained that with the renovation and construction of <br />Greenhaven's new clubhouse and parking lot, the existing driving range was <br />lost. Several options were reportedly considered, with the proposed wetland <br />alteration the most feasible in terms of cost efficiency and location. <br />Mr. Anderson reported that the history of the pond was investigated dating <br />back to 1896, and the city found that the pond has been altered three different <br />times already. This information was reportedly provided to the DNR. <br />Mr. Pearson queried whether it would be possible to expand the pond <br />to the size you are filling in here, or is there land on the REA property <br />that could be used to create a wetland. Mr. Skallman stated that it would <br />be preferable to keep a substitute pond close to the area. Mr. Anderson <br />reported that he spoke with DNR's John Stine and found that there is a pos- <br />sibility that the City of Anoka could make another wetland by the Mississippi <br />River on the Cutter property which could qualify as a substitute option. <br />
