h <br />LRRWMO Meeting Minutes <br />September 21, 1988 <br />Page 2 <br />COMMUNICATIONS <br />Weaver presented an article from the September 1988 issue of the <br />Metro Monitor having to do with recent Federal regulations which man- <br />dates a permit process regarding storm sewers. Informational. <br />The commission reviewed permits received from Dean Skallman, Barr <br />Engineering, which have been reviewed by the DNR: <br />#89 -6047 John R. Wegner, 17125 Roanoke St. N.W., Anoka. Excavation <br />in unnamed wetland 2 -316W to enhance wildlife habitat. <br />#89 -6027 Mike Eastwood c/o David Reid, Park Nursery, 15855 Juniper <br />Ridge Dr., Ramsey. Placement of natural rock rip rap and <br />erosion control mat in a designated floodway of Trott <br />Brook. <br />Green Valley Estates Preliminary Plat Review - No permits required for <br />the project as proposed noting an 8 -16 -88 speed letter to Anne <br />Norris, City of Ramsey from John Stine, DNR. <br />Conditional Use Permit Review - Waste Management of Minnesota, Inc., <br />protected Wetland #2 -657W. 7 -29 -88 letter from John Stine, DNR, <br />to Anne Norris, City of Ramsey. Project is proposing a ski hill <br />development plan which includes a road crossing of protected <br />wetland. Stine urged that plans be revised to avoid impacts to <br />the wetland. <br />#88 -6354 J. A. Menkveld & Assoc., Inc., P. 0. Box 34004, Blaine. <br />Modified permit to excavate an area within wetland #2- 669 <br />Purpose: wildlife habitat enhancement. <br />Upon discussion of permit reviews, members concurred that it is <br />imperataive that they review the permits, but noted that the individual <br />cities have the actual activity and initial review, followed by that of <br />the DNR and the engineering consultant at Barr Engineering. <br />MOTION was made by Mathisen, seconded by Raatikka, directing the <br />consulting engineer to respond to the DNR on each permit he reviews, <br />through either pertinent comments, or no comment, with copies sent to <br />this WMO. Such response should be placed directly on the permit review <br />sheet. All voted yes. Motion carried. <br />OLD BUSINESS <br />1. Lyle Bradley, 15202 7th Ave. N.W., Andover, and Elaine Bartolain, <br />3544 Rum River Dr., Anoka, were present to further discuss their concerns <br />with erosion occurring along the Rum River which, they feel, is largely <br />due to large motors and excessive speeds of water vehicles and water <br />shiers. <br />
