LRRWMO Meeting Minutes <br />September 21, 1988 <br />Page 4 <br />Upon discussion of the river's water level and amount of fluxuation <br />over the seasonal periods, Mr. Bradley stated that the Rum River fluxu- <br />ated very little in comparison to other rivers in the area. Mr. Schultz <br />reported that the Crater was about one inch below the top of the boards <br />part of the summer. The pool is affected several miles up the Rum. In <br />answer to a query relating to built up sediment behind the dam, Schultz <br />stated that there doesn't appear to be much over the last 20 years, <br />probably because the boards are taken off the dam. <br />Weaver queried what the commission's proper procedure should be in <br />dealing with these reported erosion concerns. Chairman Schrantz stated <br />that the four member cities need to concur on a recommendation to the <br />county which could be incorporated into an ordinance. Raatikka stated <br />that the City of Ramsey has agreed to support an ordinance which would <br />place proper controls on the river's traffic, thereby, alleviating much of <br />the erosion problems. Schrantz stated that his Andover City Council has <br />requested information that verifies specific erosion instances. He sug- <br />gested that Mr. Bradley address the Andover City Council citing his con- <br />cerns through a presentation. <br />Much discussion ensued regarding the types of suggestions or ordinance <br />points that commission attorney Pearson should be asked to include in <br />a proposed ordinance which would place controls on water traffic on the <br />Rum River. Some suggestions centered on the possibilities of NO WAKE, <br />CONTROLLING THE SIZE OF MOTORS ALLOWED ON THE RIVER, SPEED, QUIET ZONES <br />POSTED, as well as CONSIDERATION ADDRESSING THE AREA OF THE RUM RIVER TO <br />FALL UNDER SUCH CONTROLS. Mr. Bradley suggested that Gene Stroman, <br />Executive Secretary of the Lake Minnetonka Conservation District, be <br />contacted for information on what was done in their area. <br />As a point of information, Mr. Bradley reported that he has lost <br />21 feet of bank at his place due to the gradual erosion. Mr. Bradley <br />further recommended that additional information be obtained through <br />Sonya Jacobsen, U.S. Soil Conservation Service, on a report regarding a <br />Robert Sorenson situation. Apparently, Mr. Sorenson has presented a <br />report on navigational rivers. Mr. Bradley offered to get copies of <br />Mr. Sorenson's report and make it available to WMO members. Mr. Bradley <br />reported that he has also contacted John Stine at the Department of Natural <br />Resources and was told that they are aware of a problem on the Rum River <br />but haven't had time to address it. <br />MOTION was made by Raatikka, seconded by Weaver, to direct the WMO <br />attorney to draft an ordinance controlling the wakes on the Rum River, to <br />be reviewed by this body and the respective city councils. Each WMO <br />member shall contact Attorney Pearson, submitting to him suggestions for <br />a draft ordinance. Said ordinance to be available at the next meeting. <br />Mrs. Bartolain requested that the proposed ordinance include <br />eliminating the use of jet ski -type water vehicles as well as water skiing. <br />She reported that this past summer she and her children were forced, for <br />safety purposes, to leave the river where they were swimming because <br />
