LRRWMO Meeting Minutes <br />December 21, 1988 <br />Page 2 <br />CONSIDERATION OF COMMUNICATIONS <br />It was noted that it is time for the next step in the review of <br />the Water Management Plan. A copy of the plan, comments received, and <br />a cover letter is being sent to the Metropolitan Council, who has 120 <br />days for review and comment. <br />OLD BUSINESS <br />Weaver reported that the City of Anoka held a public hearing <br />November 21,1988, regarding the proposed Rum River Erosion Control <br />Ordinance. In summary, Weaver reported that citizens.generally felt <br />Vn: was some need for control and enforcement, but there was no con- <br />sensus as to the extent and nature. Minutes of the public hearing.were <br />presented to WMO members for their review. Weaver pointed out that <br />residents living below the Anoka dam expressed the need for a No Wake <br />Zone which he felt the City of Anoka, as well as the County, should <br />address. <br />Schrantz reported that the City of Andover held a public hearing <br />on the ordinance on December 6, 1988. Extensive notices were sent out. <br />Their meeting minutes were also made available to WMO members. <br />In response to Mathisen's query relating to the past 10 horsepower <br />limit on the river, Weaver responded that as recent as 2 years ago the <br />limitation was posted at the Rum River Fair Grounds access stating that <br />no motor in excess of 10 H.P. was permitted on the river. He was un- <br />sure of the exact history of the signage. Schrantz felt the county and <br />DNR should be contacted for verification. <br />Dr. Joseph Abeler, 3400 Rum River Dr., Anoka, addressed the board <br />with his comments on the proposed ordinance. Dr. Abeler addressed the <br />issues in his letter to the Anoka City Council dated November 28, 1988. <br />While Dr. Abeler did not have a strong opinion on the proposed 5 m.p.h. <br />speed limit, he did wish to see that the banks were protected from <br />erosion. Tie further recommended that perhaps the ordinance address the <br />horsepower issue based on the type and speed of the boat. Dr. Abeler <br />reported seeing kids water skiing behind a pontoon boat propelled by a <br />40 H.P. motor. He concurred that there have been larger boats on the <br />Rum this year. Dr. Abeler further suggested that pontoon boats be al- <br />lowed 20 -25 horsepower motors. He personally owns a pontoon. <br />John Buyse, 3436 Rum River Dr., Anoka, stated that his concerns <br />center in the area from 7th Ave. to the Anoka dam. He felt that an <br />ordinance limiting motors to 5 H.P. is too extreme. He felt that the <br />safety factor in the more densely residential areas rather than the <br />areas further north in Anoka should be carefully considered. While he <br />questioned whether the problem was natural erosion or man -made wave <br />action, he suggested that p erhaps retaining walls would help address <br />the problems.
