LRRWMO Meeting Minutes <br />February 17, 1988 <br />Page 2 <br />Motion was made by Mr. Weaver, seconded by Mr. Mathisen, to allocate <br />funds available to the Watershed District in the manner reviewed totaling <br />$8,000, using our budget funds of $6,500 plus the potential for carrying <br />forward reserves in the amount of $1,500 for operations of fiscal year <br />1988 -89. All voted.yes. Motion carried. <br />PAYMENT OF BILLS <br />None. <br />REPORT OF OFFICERS <br />None. <br />CONSIDERATION OF COMMUNICATIONS <br />Chairman Schrantz referenced a 2 -5 -88 letter from Business Agency, Inc. <br />regarding liability insurance for this WMO. Mr. Weaver reported that he has <br />found that he is not covered by the City of Anoka's umbrella coverage, and <br />that this board will need separate liability coverage. Mr. Mathisen was in <br />possession of a 7 -6 -87 letter from the Minnesota Underwriter's Association <br />regarding this issue. Mr. Weaver agreed to contact Robert Boyce, Administra- <br />tor of the Minnesota Underwriter's Association to determine what would be <br />the WMO's premium exposure for adequate liability coverage. He will report <br />back at the next meeting. <br />OLD BUSINESS <br />1. Mr. Skallman was given the cities' completed surveys of streams, <br />lakes and wetlands threatened or impaired by nonpoint sources of pollution, <br />as requested by the Metropolitan Council. <br />2. Mr. Skallman reported that the final draft of the Water Manage- <br />ment Plan is not yet available. The Water Quality and Wetland Management <br />Section of the plan was discussed. Chairman Schrantz and Mr. Raatikka <br />spoke in favor of regional ponding. Mr. Skallman stated that regional <br />ponding would affect only future development. Mr. Weaver asked that that <br />point be reflected in the plan. Mr. Skallman agreed to review the cases <br />where residents living on the river might be affected by this ponding <br />requirement. <br />While discussing the capitol improvements portion of the plan, Mr. Weaver <br />raised the issue of the Rum River Dam and its needed repairs. Although such <br />repairs are not covered by the Joint Powers Agreement, Mr. Skallman stated <br />that it could still be part of the plan. Chairman Schrantz reiterated that <br />this board would do everything possible to support the City of Anoka in <br />their attempts to obtain grant monies for the Rum River Dam renovation. <br />3. Mr. Weaver will be reporting back at the next meeting with infor- <br />mation from insurance carriers regarding the potential need for WMO liability <br />insurance. <br />
