LRRWMO Meeting Minutes <br />November 16, 1988 <br />Page 2 <br />Motion was made by Mr. Raatikka, seconded by Chairman Schrantz, to <br />approve payment of Anoka invoice #13829 as presented. All voted yes. <br />Motion carried. <br />w <br />REPORT OF OFFICERS <br />None. <br />NEW BUSINESS <br />The Commission was in receipt of an 11 -8 -88 letter from John O'Donnell, <br />owner of the Maple Lodge Motel, 5800 N.W.,Highway 10, Anoka, requesting <br />their review and comments on his proposed project which calls for the <br />demolition of his present motel and construction of a new 35 unit motel. <br />City of Anoka Public Works Director Ray Schultz explained that Mr. O'Donnell's <br />plat calls for the storm sewer to run directly into the backwater to the <br />Mississippi River. Mr. Schultz reported discussing the issue with LRRWMO <br />Consulting Engineer Skallman who said there would be no need for intervention <br />because of the small -sized parking lot proposed in the project. The com- <br />mission reviewed the proposed plat. Skallman informed Schultz that a deten- <br />tion pond would not be necessary because of the small size of the project. <br />Mathisen referred to the Water Management Plan in relation to Mr. O'Donnell's <br />project. He felt that the plan is too restrictive for all sites, and feared <br />there would end up being detention ponds scattered everywhere due to these <br />small sites. <br />Mr. O'Donnell stated that he contacted the DNR 2 years ago prior to the <br />start of his project and was reportedly told that if the City of Anoka ap- <br />proves the project, the DNR would have no problem with it. <br />Chairman Schrantz felt that the LRRWMO Engineering Consultant should <br />review the project and make recommendation to the board. <br />Following much discussion, Mr. O'Donnell was informed that he must go <br />through the DNR and follow a point source permit process in order for him tc <br />discharge into the river. Mr. O'Donnell's engineer, Mau Morgan, with the <br />James Hill Engineering firm, should be contacted by Mr. O'Donnell and <br />directed to take the proper steps necessary. This WMO will again address <br />the application during the review process. <br />Mr. O'Donnell reported that he is on a very strict time schedule and <br />will run into serious financial difficulties if the project doesn't begin <br />next month. Raatikka and Weaver felt that Mr. O'Donnell should deter- <br />mine himself whether or not he should proceed with the construction por- <br />tion of the project while the drainage issue is being reviewed. Mathisen <br />concurred, stating that Mr. O'Donnell may be required to put in a skimmer, <br />but it shouldn't, in all likelihood, hold up the project. <br /> ' No action necessary at this point. <br />
