9/23/87 <br />OLD BUSINESS <br />Page 3 <br />Mr. Skallman presented the commission with a 9 -21 -87 introduction <br />of the environmental inventory of the Lower Rum River Water Management <br />Plan. <br />The commission discussed the various council's comments on the <br />12 -23 -86 draft of the Water Management Plan. Chairman Schrantz reported <br />that the Andover City Council raised several questions; one being whether <br />this body should be involved with wetlands if they are being governed and <br />managed by the DNR. <br />Mr. Skallman recommended that portion remain within the plan, re- <br />flecting and recognizing the importance of the wetlands as a major <br />resource. Mr. Weaver stated that wetlands have a lot to do with water <br />quality, also recommending that it remain as part of the plan. Mr. Pearson <br />stated that the WMO is another layer of government imposed by the State <br />through the Surface Water Management Act. As a board of experts, imput <br />is required. In addition, should the plan not include discussion on <br />wetlands, Mr. Pearson feared the State would not approve it. Mr. Skallman <br />concurred. Mr. Mathisen and Mr. Raatikka also concurred that the wetland <br />issue should remain a part of the plan. Mr. Schrantz would be reporting <br />back to his city council. <br />In discussing the portion of the Watershed Management Plan submitted, <br />Mr. Pearson stated that of the seven powers listed which were stated to <br />be given to the WMO's, item number 7 referring to the levying of taxes <br />and assessments should be removed. In reference to the Joint Powers <br />Agreement, Mr. Pearson stated that there is no authority for such allowance. <br />Mr. Skallman agreed to have further information on the Watershed <br />Management Plan at the next meeting. <br />Mr. Weaver referred to the section of the draft plan under Metropol- <br />itan Systems, Rum River Regional Park. It was written that the area is <br />proposed for expansion to 680 acres. Mr. Weaver stated that some 300 <br />acres belongs to the City of Anoka and is not a regional park. Although <br />the county has asked to develop it, it hasn't been approved yet. Mr. Skallman <br />agreed to review the matter further. <br />In discussing the status of the boundary, Mr. Skallman stated that <br />because no one requested a public hearing as of 9- 18 -87, matters can now <br />be handled administratively. <br />Mr. Pearson questioned what the WMO wishes to do with regard to <br />their plan which was to be submitted to the former Water Resources Board <br />by July of 1987. Motion was made by Mr. Weaver, seconded by Mr. Raatikka, <br />authorizing counsel to communicate with the newly formed board stating <br />that it is our intention to file a report dated January 1, 1988. All voted <br />yes. Motion carried. . <br />
