9/23/87 Page 2 <br />Chairman Schrantz reported that the new Water Soil Resources Board <br />will take affect October 1, 1987. <br />The commission concurred that they should receive information from <br />the Department of Natural Resources and the State prior to meetings. <br />Chairman Schrantz presented a letter received regarding proposed <br />grading work to be done along Round Lake shoreline #2 -89. <br />NEW BUSINESS <br />Acting Public Works Director for the City of Anoka, Ray Schultz, <br />presented the commission with information on the Preliminary Report on <br />the Rum River Dam, as completed by Barr Engineering. While there are <br />funds available through the DNR and other sources for the repair of the <br />dam, there is no funding available for the much needed repair of the <br />retaining wall portion of the project. <br />While discussing what the Watershed could do to assist in various <br />applications, Mr. Skallman stated that the more people supporting a project <br />the better the chance for extra funds.' He went on to say that the DNR <br />may be willing to contribute up to 50 per cent matching funds for the <br />dam and cress gates. Mr. Skallman added that with the Metro Councilts <br />interest in recreational things, they may consider assisting with cress <br />gates as pool access to the Rum River Park. Also, the left retaining <br />wall has a trail on top of that. Maintenance may be of interest to them. <br />However, Mr. Skallman stated that application for funding must come from <br />the county. Commission members concurred that Mr. Torkelson with the <br />Countyts Parks Department as well as the County Commissioners be contacted. <br />Chairman Schrantz added that he felt the Watershed could add their sup- <br />port also. Mr. Skallman agreed to assist with the contact letter to <br />these various individuals. Councilman Weaver requested that these let- <br />ters be written as soon as possible, and that he be sent a copy. <br />Mr. Skallman stated that he would find out from the DNR the proper man- <br />ner in which to initiate action. <br />When discussing the possibility of the Watershed assisting financially, <br />Mr. Pearson stated that there may be a question whether the watershed has <br />a policy as such among the communities. <br />(Mr. Raatikka arrived - 9:00 a.m.) <br />Motion was made by Mr. Weaver, seconded by Mr. Mathisen, to approve a <br />resolution authorizing the chairman and secretary to join in application <br />for grant funds or other funds which may benefit the improvements and <br />maintenance of the dam, giving them the authority to act on behalf of the <br />Watershed Management Organization. All voted yes. Motion carried. <br />Chairman Schrantz pointed out that the Rum River Dam was once a part <br />of the WMO agreement, but was taken out. <br />
