w <br />LRRWMO Meeting Minutes <br />Sept. 20, 1989 <br />Page 2 <br />Raatikka reported receiving a call from a Waste Management <br />consultant with the engineering firm of Foth and VanDyke <br />looking for correctional work around the landfill. They are <br />planning to pump several million gallons of water per day <br />from the area and discharge it into the Mississippi River, <br />coming down Sunfish Lake and might be putting it in at King's <br />Island. This proposed activity will have to meet DNR and PCA <br />requirements. These people want to utilize one of Ramsey's <br />storm sewer outlets into the river, with the closest one <br />located at Sunfish Lake. While these people will have to go <br />through several levels of agency review, they are requesting <br />LRRWMO imput. Raatikka reportedly informed them that the <br />LRRWMO didn't have any set review process yet. <br />Much discussion followed. Raatikka stated that the water <br />pumped out will be ground water. Weaver felt that it would <br />not only affect the water table for a great distance, but <br />will affect wetlands eventually also. Raatikka added that at <br />present, they are proposing not to treat this water. He <br />added that the reason for this proposed pumping process is <br />that that a large study has been completed and determined <br />that the leachate has migrated beyond the landfill. <br />Weaver requested that this board be kept informed of this <br />proposed project. <br />OLD BUSINESS <br />1 . <br />s <br />litv and <br />Schrantz reported the receipt of a letter from the City of <br />Anoka endorsing their preference of maintaining local control <br />of the review process. Weaver stated that Anoka staff <br />prefers to further review the proposed standards in that they <br />are extremely technical . <br />Raatikka indicated that the City of Ramsey is still working <br />on this issue also. <br />Schrantz stated that he would encourage Dean Skallman to push <br />this board harder on these types of issues, presenting his <br />recommendations, reasons for same, and urge this board on to <br />action. <br />Raatikka expressed concern that our Water Management Plan <br />does not have specifics. It doesn't really say all that <br />much. The recording secretary was directed to contact <br />Skallman reminding him that the LRRWMO still wants a copy of <br />the Nine Mile Creek plan, review standards, and regulations <br />to review and compare. <br />
