LRRWMO Meeting Minutes <br />Sept. 20, 1989 <br />Page 3 <br />2. Consideration of policy for reviewing plats. <br />Schrantz indicated that nothing has been heard from Coon <br />Rapids on their recommendation of a policy for reviewing <br />plats. The board discussed the differences between review <br />policy #1 and #2. Schrantz indicated that Andover prefers #2 <br />because they are used to full review by the Coon Creek <br />Watershed. Weaver requested that the Coon Creek fee schedule <br />and the basis on which said fee is charged be made available <br />for this board's review. Schrantz agreed to provide the <br />requested information. <br />3.. Minimum Wake Ordinance Questionnaire <br />The recording secretary was directed to contact Skallman to <br />see if he has prepared the required land use maps in relation <br />to the Rum River ordinance and has sent that information on <br />to Pam McCabe. Skallman should be requested to bring a copy <br />of this information with him to the regular October meeting. <br />Upon discussion of the City of Anoka's intentions of in- <br />stalling some river regulations on its own, given that the <br />City of Anoka lies on both sides of the Rum River within <br />Anoka's jurisdiction, Weaver reported that Ms. McCabe is <br />requesting clarification of the State statute by the DNR on <br />the city's right to implement said regulations. Schrantz <br />stated that he would be willing to vote that the City of <br />Anoka proceed with "No Wake" regulations in the City of <br />Anoka, as long as it is within the guidelines this board <br />proposed, which is "No Wake ". The LRRWMO proposed ordinance <br />did not want to limit the horsepower. Raatikka queried <br />whether this board had any right to dictate to the City of <br />Anoka. Ramsey didn't have any problem with what Anoka did <br />other than if the access was limited. He suggested that this <br />Board wait until the DNR has made their decision. Weaver <br />concurred. No action taken. <br />NEW BUSINESS <br />1. Consider the need for LRRWMO Letterhead <br />Schrantz stated that his Andover secretary improvised some <br />LRRWMO letterhead and would have the original or a good copy <br />sent to the recording secretary to make the necessary copies. <br />The board concurred that printed letterhead would not be <br />necessary at this point. <br />MISCELLANEOUS <br />Schrantz pointed out that the City of Anoka is proposing to <br />hire Barr Engineering to study a storm drain policy between <br />Anoka and Coon Rapids. He queried whether this board would <br />have any problem with. that or whether there would be any <br />conflict of interests involved. Schrantz indicated that he <br />
