LRRTAMO Meeting Minutes <br />July 7, 1989 <br />Page 3 <br />Permit #89 -6501 : Anoka Co. wants to rebuild Co. Road 83 <br />from 161st Ave. to 173rd Ave. and will cross Trout Brook <br />impacting wetland 2 -321W. They propose to construct an <br />additional wetland of approximately 1.48 acres on the north <br />end. Skallman stated that the applicant does not describe <br />the proposed mitigation in sufficient detail to determine the <br />acceptability of the proposal. They just show the mitigation <br />pond. He felt it will look like an oversized ditch on the <br />road. Skallman didn't consider it an adequate replacement <br />for the wetland that would be lost. The County should <br />provide drawings of the wetland and what they propose to do. <br />Skallman recommended that he be directed to present his <br />recommendations to the DNR for their consideration. <br />Raatikka stated that it is mostly high ground farm land with <br />a portion of retaining water during wet years. He assumed <br />they will use it as a ponding area. Skallman didn't feel <br />that there will be sufficient room in the area for 1 1/2 <br />acres, according to information provided. <br />A motion was made by Mathisen, seconded by Weaver, to acknow- <br />ledge the receipt of Permit No. 89 -6501. This board has <br />reviewed it and approves the engineer's recommendations of <br />same. His comments shall be sent to the DNR. All voted <br />yes. Motion carried. <br />Round Lake (2 -89) Study Skallman referenced a June 26, <br />1989, letter from DNR Regional Hydrologist John Stine to <br />Anoka County Commissioner Natalie Haas - Steffen as well as a <br />July 7, 1989, letter from Mr. Stine to Jim Schrantz <br />discussing the Round Lake seepage study the DNR is doing for <br />Andover. The preliminary conclusion of the study is to make <br />it ongoing to gather more data before making final <br />judgements. The DNR reportedly felt that the dropping of the <br />lake level is due to drought conditions and the lowering of <br />the aquifer. This correspondence is informational only. No <br />action necessary. <br />Permit #89 -6478 : Skallman presented information relative to <br />Permit #89 -6478, unnamed wetland 2 -410w. Project sponsor <br />Jeffrey Dusenka, 16727 Zion St. N.W., Andover, is proposing <br />to excavate approximately 1,000 cubic yards of material to <br />provide open water and wetland. It is currently designated <br />as wetland. Skallman had no further comments or <br />recommendations other than he felt the project was <br />acceptable. <br />A motion was made by Weaver, seconded by Raatikka, to approve <br />the engineer's recommendation. All voted yes. Motion <br />carried. <br />
