LRRTAMO Meeting Minutes July 7, 1989 Page 3 Permit #89 -6501 : Anoka Co. wants to rebuild Co. Road 83 from 161st Ave. to 173rd Ave. and will cross Trout Brook impacting wetland 2 -321W. They propose to construct an additional wetland of approximately 1.48 acres on the north end. Skallman stated that the applicant does not describe the proposed mitigation in sufficient detail to determine the acceptability of the proposal. They just show the mitigation pond. He felt it will look like an oversized ditch on the road. Skallman didn't consider it an adequate replacement for the wetland that would be lost. The County should provide drawings of the wetland and what they propose to do. Skallman recommended that he be directed to present his recommendations to the DNR for their consideration. Raatikka stated that it is mostly high ground farm land with a portion of retaining water during wet years. He assumed they will use it as a ponding area. Skallman didn't feel that there will be sufficient room in the area for 1 1/2 acres, according to information provided. A motion was made by Mathisen, seconded by Weaver, to acknow- ledge the receipt of Permit No. 89 -6501. This board has reviewed it and approves the engineer's recommendations of same. His comments shall be sent to the DNR. All voted yes. Motion carried. Round Lake (2 -89) Study Skallman referenced a June 26, 1989, letter from DNR Regional Hydrologist John Stine to Anoka County Commissioner Natalie Haas - Steffen as well as a July 7, 1989, letter from Mr. Stine to Jim Schrantz discussing the Round Lake seepage study the DNR is doing for Andover. The preliminary conclusion of the study is to make it ongoing to gather more data before making final judgements. The DNR reportedly felt that the dropping of the lake level is due to drought conditions and the lowering of the aquifer. This correspondence is informational only. No action necessary. Permit #89 -6478 : Skallman presented information relative to Permit #89 -6478, unnamed wetland 2 -410w. Project sponsor Jeffrey Dusenka, 16727 Zion St. N.W., Andover, is proposing to excavate approximately 1,000 cubic yards of material to provide open water and wetland. It is currently designated as wetland. Skallman had no further comments or recommendations other than he felt the project was acceptable. A motion was made by Weaver, seconded by Raatikka, to approve the engineer's recommendation. All voted yes. Motion carried.
