LRRWMO Meeting Minutes <br />July 7, 1989 <br />Page 4 <br />Pearson indicated that filed forms should be those after <br />final completion by the consulting engineer and returned to <br />the DNR. Schrantz added that they should also show his <br />signed copy of said comments as Chairman. This board should <br />have on file copies of the letter of transmittal to the DNR. <br />Skallman agreed to send said information to the Anoka <br />Engineering Dept., the LRRWMO filing center, upon completion. <br />OLD BUSINESS <br />Sider standards for subdivisions and water quality and <br />elopment requirement standards. <br />Schrantz reported presenting the proposed Bassett Creek <br />standards to the Andover City Council for their considera- <br />tion. They reportedly felt they were extreme and recommended <br />further review. Raatikka reported that the Ramsey City <br />Council tabled action on this issue and sent them to the <br />Planning and Zoning Commission for their review and comment. <br />Mathisen reported that the Coon Rapids City Council had no <br />comment. Weaver stated that the Anoka City Council will be <br />considering the proposed standards at an upcoming meeting. <br />This agenda item shall be placed on the August agenda for <br />further discussion, allowing for further consideration by <br />member city councils. <br />Consideration of policy for reviewing plats. <br />Pearson indicated that at previous meetings this board has <br />referenced variances in relation to the reviewal of plats. <br />If a variance policy is established, there should be some <br />standards and criteria established and rules clarified. <br />Pearson stated that in most watersheds the Federal Clean <br />Water Act will be more actively enforced by the EPA and PCA. <br />This board and others will have the responsibility of <br />supervising water quality. Most WMO's are looking at new <br />developments in trying to have on -site storage for a period <br />of time and to have skimmers to improve the quality. A <br />proper administration of water quality will have to be <br />developed. Pearson stated that the 1989 legislature has <br />mandated permitting, and there must be agencies reviewing and <br />permitting this, either the cities or WMO's. <br />Schrantz felt that the review of said permits should be the <br />responsibility of this board, not the cities. <br />
