LRRWMO Meeting Minutes <br />June 21, 1989 <br />Page 2 <br />PAYMENT OF BILLS <br />Mathisen reported receiving a call from legal adviser <br />Curtis Pearson's office stating that their bill is in the <br />mail. However, since it has not yet been received, payment <br />of same will be considered at the July meeting. There were <br />no other bills to present. <br />REPORT OF OFFICERS <br />Raatikka noted the update needed on the membership list. <br />Changes were made informally. Officers Raatikka and Weaver <br />had nothing further to add. <br />CONSIDERATION OF COMMUNICATIONS <br />Skallman reported that his office has prepared cover <br />letters, now signed by Chairman Schrantz, to go out with <br />copies of the Water Management Plan for the continued review <br />process. These letters with accompanying plans are to be <br />sent to the DNR, PCA, Water and Soil Resources, Department of <br />Agriculture, and the Department of Health. Skallman stated <br />that he will follow up on the time lines allowed for review <br />by these agencies before continuing with the process. Barr <br />Engineering put together 12 additional Water Management <br />Plans, 6 of which will go out with these cover letters. <br />OLD BUSINESS <br />The board discussed standards for subdivisions and water <br />quality and development requirement standards along with <br />consideration of a policy for reviewing plats. Skallman <br />submitted draft guidelines and standards for permit review as <br />used by the Bassett Creek WMO. Discussion followed. <br />Skallman stated that any commercial or industrial <br />development should require a detention pond in that any <br />development in these areas will more than likely have at <br />least 25 parking spaces. He was not aware of any developing <br />commercial or industrial areas having less than 15 parking <br />spaces. Mathisen suggested exempting places with minimal <br />traffic, such as lift stations, booster stations, well <br />houses, telephone switching stations, etc. He felt that <br />these type of utility places may come under an exemptions <br />category. Skallman continued by saying that the only areas <br />where retention would be required would be locations near <br />protected waters. This board would have to define which <br />waters in the district will be designated "protected" <br />waters. These would have regional detention basins for water <br />quality management. The board will have to identify what <br />will be used in the other areas. This action will require <br />some planning on the part of this board to approach this. <br />
