Parking Lot Sizes and Standards - Skallman reported <br />that there is no real accepted standard regulating runoff <br />from the various parking lot sizes. It was his feeling that <br />the regulatory agencies prefer standards be set to regulate <br />the smaller number of parking spaces. Skallman predicted <br />that this board will be required to address water quality <br />issues within a couple of years. He felt it would be wise to <br />anticipate this future mandate and require the developers to <br />pay for this aspect, rather than wait and have to implement <br />water quality measures retroactively. He recommended that <br />these issues be addressed on a regional basis. Skallman felt <br />it would take some planning and study efforts on the part of <br />individual cities to figure out economical ways of doing <br />this. He stated that he anticipates that the DNR will be <br />especially protective of the Rum River. This group will be <br />best off concentrating on developing areas, leaving existing <br />developments to be addressed later. <br />Raatikka pointed out that most cities have a site plan <br />review process whereby runoff and water quality standards <br />would be required at that time. Mathisen added that there <br />will be an educating process whereby each city will be <br />required to meet specific standards set by this watershed <br />board. <br />Pearson recommended that the LRRWMO review regulations <br />established by the Coon Creek Watershed. Should this board <br />choose not to be deeply involved in the actual review of <br />individual permits, the individual cities will have to be <br />required to do so through their planning and engineering <br />departments. <br />Skallman pointed out that this board would make it <br />easier for the cities to require certain standards of devel- <br />opers. Raatikka added that should the developer wish to <br />deviate from the established standards, he would then have to <br />come to the LRRWMO for a variance. <br />Pearson urged that this board establish uniform stan- <br />dards to be carried out throughout the watershed district. <br />Each city planner would simply tell the developer that he <br />must meet the standards established by this watershed. Each <br />city council would be required to consider adopting these <br />LRRWMO established standards as their own. <br />Raatikka concurred pointing out that this would then be <br />part of the city's site plan review. <br />The board directed Skallman to provide a copy of the <br />Coon Creek Watershed water quality and development standards <br />for consideration at the June meeting. <br />
