Policy for Reviewing Plats - Establishing a policy <br />for reviewing plats is tied into the overall standards <br />procedure to be considered at the June meeting. However, <br />once such standards are set, it will be easier for cities and <br />even the consulting engineer to tell developers that the <br />LRRWMO board has set these policies which must be met. <br />Schrantz stated that once the Water Management Plan is <br />established, action can be taken. <br />Raatikka and Schrantz concurred that these future <br />standards will affect the cities of Ramsey and Andover the <br />most in that they are still developing. Raatikka felt that <br />he would prefer to discuss the issue with his city council <br />and staff to get their response on how involved this body <br />should get in the review process. Skallman agreed to provide <br />legislative information and non -point source information for <br />all member cities. Schrantz recommended that this board <br />first put together a policy and then send it out to the <br />member cities for their approval. <br />Pearson stated that this watershed is organized and must be <br />responsible because you will be charged under Federal and <br />State law and environmentally on what is required. Pearson <br />pointed out that there are many State and Federal bills being <br />introduced relative to water quality, comprehensive planning, <br />protection of ground water, etc. which will be mandated to <br />municipalities. <br />Skallman was directed to prepare material on water <br />quality standards for the next meeting that this board can <br />act on and recommend to the respective city councils. Said <br />material should include parking lot size standards. Pearson <br />recommended that once agreed up by this board, such a policy <br />should be sent to all departments, commissions, or individu- <br />als within the city governments participating in planning and <br />development aspects, establishing the use of the same stan- <br />dards and controls. <br />Skallman agreed to provide the proposed report on water <br />quality requirements as well as information on the Bassett <br />Creek model for development. <br />Pearson added that in addition to setting up standards, <br />this body should establish a check list on how the plan will <br />operate in the end. <br />Schrantz directed that Skallman provide the requested <br />information and that both alternative policies, one to <br />include thorough review steps done by this board and one <br />whereby cities take the lead in reviewing plats, be submitted <br />for consideration. The standards would be then put together <br />and sent out for councils' comment following receipt of imput <br />from technical people. <br />
