LRRWMO Meeting Minutes <br />Nov. 15, 1989 <br />Page 3 <br />Butcher, Director of Public Works, City of Maple Grove, has <br />been appointed the AMM representative serving on this task <br />force to determine the complexity of water management laws <br />and whether the legislative intent of 509 is effective. A <br />questionnaire was attached which would assist Mr. Butcher as <br />representative to the AMM. Raatikka stated that, in essence, <br />this group is wondering if we feel there should be an <br />overview of water management plans, another level of review. <br />Members concurred that they preferred that there not be yet <br />another review level. The responsibilities should lie with <br />the Water Management Organizations. Legal adviser Curt <br />Pearson would be asked to attend the December meeting with <br />his recommendation and to make comments on this board's <br />responsibilities for reviewing these individual plats as <br />well as this possible legislation. Raatikka stated that he <br />would call Mr. Butcher on his own about the possible legisla- <br />tion, relaying his comments. <br />Pearson would also be asked to attend the yet- to -be- scheduled <br />joint City Councils meeting in order to present a concise, <br />uninvolved explanation of this organization's involvement and <br />responsibilities. <br />Because of the Christmas holidays and required response on <br />the AMM Legislative Task Force questionnaire, the members <br />agreed that the December meeting be held December 13, 1989, <br />at the usual time and location. <br />3. Rum River DNR ruling re State statutes <br />Weaver referenced a November 8, 1989, letter from Pamela <br />McCabe, Assistant County Attorney, who reported that the <br />decision of the DNR relative to regulation of operations of <br />watercraft on the Rum River was that the City of Anoka, under <br />Minnesota Statute Section 459.20, would have the authority to <br />regulate that portion of the Rum River situated wholly within <br />the City's boundaries. Weaver stated that Anoka would most <br />probably like to proceed to process a possible ordinance to <br />restrict the use of the Rum River to a "Slow -Now Wake" zone, <br />as recommended by the LRRWMO at the October meeting. <br />Schrantz stated that while Anoka should proceed with what <br />they feel they must do, the LRRWMO has failed as a Water <br />Management Organization to achieve the satisfactory end <br />results because of our inability as a joint multi -city <br />organization to agree and put it all together. <br />Weaver felt that "Slow -No Wake" will achieve the end results <br />without restricting motor size or speed. It would be the <br />City's intention, if approved, to post the access point in <br />the Rum River Park to indicate "Slow -No Wake" on Anoka's <br />portion of the Rum River. <br />
