LRRWMO Meeting Minutes
Nov. 15, 1989
Page 2
reportedly unpaid bills. If necessary, copies of the
approved bills should be resubmitted for payment.
REPORT OF OFFICERS None.
CONSIDERATION OF COMMUNICATIONS
Schrantz indicated the receipt of an October 15, 1989, letter
from Raymond W. Thron, Director of the Division of Environ-
mental Health, Minnesota Department of Health, relative to
their review and comments on the LRRWMO Water Management
Plan. The board discussed what the Dept. of Health is
requiring in their recommended inclusion of a recharge map
into the plan. Skallman stated that he felt that nearly the
entire watershed is a recharge area. Chairman Schrantz
directed that Skallman telephone Mr. Thron at the Health
Department for clarification and to determine whether or not
they will accept our wetland map as a recharge map.
In response to Schrantz's query about if and when the DNR was
sent a copy of the Water Management Plan for review, the
Recording Secretary reported that a cover letter and plan was
mailed from Skallman's office to Tom Hovey, DNR, on June 20,
1989. Schrantz had been informed that they received no plan
for review. He will follow up on this information.
OLD BUSINESS
1. Consider standards for subdivisions an water quality and
Weaver stated that he felt the Nov. 14 special LRRWMO meeting
to develop standards for subdivisions and water quality along
with develoment requirement standards was very fruitful.
Skallman had, as the result of that meeting, been directed to
prepare those written standards. He was further directed
that they be mailed out to bow rd members for their review
prior to the December meeting. (Raatikka stated that should
this board approve the standards in December, they should
then be sent on to the member City Councils.) He suggested
there should be a joint meeting with the three councils to
better understand the consequences of water management
standards and edicts from other levels of government directed
at this LRRWMO. Weaver and Schrantz concurred. Members
agreed that this body's existence has been mandated and will
be expected to address these issues.
2. Consideration of policy for reviewing plats.
Raatikka presented a memorandum he received dated August 9,
1989, directed to all AMM Mayors, Managers /Administrators,
Public Works Directors, and City Engineers relative to the
Metropolitan Local Water Management Task Force.
