LRRWMO Meeting Minutes <br />October 17, 1990 <br />Page 6 <br />Mr. Hovey stated the DNR does not have jurisdiction over the <br />of what is going in to the wetland. People can dump water in <br />there without DNR involvement. <br />Schrantz noted this is still administered by the DNR. He <br />further queried whether the City of Coon Rapids looked at the <br />flood elevation and whether they are working with the City of <br />Anoka on that issue. Erickson indicated he would have to <br />check further into the design parameters for the ponds. <br />Schrantz expressed concern Anoka's Sunny Acres pond could <br />potentially be flooded. Schultz confirmed. Schultz <br />indicated the existing pipe in the area controlling the storm <br />water runoff does have the capacity to handle runoff from <br />this shopping center. The City of Anoka has sixty acres of <br />wetland for storage for delay time. <br />Schultz queried whether the applicant will be required to use <br />skimmers. Mr. Hovey indicated they have not been required. <br />The permit approval reportedly contains a condition for <br />cleaning out the ponds when they need it. Schultz expressed <br />a concern for the potential of oil spills and an accumulation <br />in the area. <br />Schrantz indicated his displeasure that the LRRWMO was not <br />allowed proper review of this permit application before DNR <br />approval. He felt both the Six Cities Watershed District and <br />the City of Coon Rapids were well aware the permit was sent <br />to the wrong WMO. He queried how the DNR proposes to keep <br />this type of situation from happening again. Mr. Hovey <br />requested Skallman send not only the DNR a copy of the LRRWMO <br />boundary maps, but should also send a copy to BWSR. <br />Weaver queried who has jurisdiction for controlling the <br />clean -up of the sediment ponds, as outlined in permit con - <br />dition #17. Mr. Hovey - indicated that was unclear. However, <br />he did state the DNR would keep an eye on it. The City of <br />Coon Rapids was issued the permit and is responsible for the <br />clean up, and the DNR should make sure they do it. Schrantz <br />stated either the developer or Coon Rapids is responsible for <br />the clean -up. He suggested perhaps the LRRWMO should <br />periodically check to see it is maintained. <br />Weaver felt this situation is an excellent pilot to see what <br />the impact is on the surrounding wetland area. Schrantz <br />concurred, suggesting water quality testing take place <br />immediately. Mr. Hovey indicated now would be a good oppor- <br />tunity. He added maybe this WMO could require them to <br />install skimmers and to run an analysis over a period of <br />years to determine water quality.
