LRRWMO Meeting Minutes <br />October 17, 1990 <br />Page 7 <br />the LRRWMO's responsibility to request the agencies involved, <br />Coon Rapids or the DNR, to request the developer to put in <br />skimmers and other systems of monitoring water quality be <br />established and provided by the developer. <br />Mr. Hovey agreed to back up whatever the LRRWMO would request <br />of them. Those involved with the project can not be allowed <br />to violate any property rights. Mr. Hovey indicated he would <br />mention to the City of Coon Rapids they are in violation of <br />the LRRWMO rules. <br />Weaver indicated this board must insure water quality is <br />improved, not.diminished. - <br />Motion was made by Schrantz, seconded by Weaver, to REQUIRE <br />THE FOLLOWING OF THE DEVELOPER: <br />1. PROPER APPLICATION BE MADE TO THE LRRWMO FOR REVIEW AND <br />CONSIDERATION. <br />2. WATER QUALITY TESTING SHOULD BE DONE IMMEDIATELY AND <br />MONITORED EVERY YEAR FOR THE NEXT FIVE YEARS. <br />3. SKIMMERS SHALL BE REQUIRED TO PROTECT THE WETLANDS FROM <br />PARKING LOT RUNOFF. <br />4. THE CITY OF COON RAPIDS OR THE DEVELOPER SHALL ALSO MAKE <br />APPROPRIATE CHANGES IN THE FLOOD PLAIN MAP. <br />The members concurred with Mr. Hovey's suggestion that upon <br />this board's request, as indicated throughout the meeting and <br />by way of intent through the motion, the DNR could require <br />the City of Coon Rapids to conduct the requested water <br />quality study. <br />Schrantz urged either the city or developer receive a notice <br />of cleaning the ponds and then be checked to see if it has <br />been done. Schultz noted sweeping is an important port of <br />the preventative process. <br />Schrantz indicated whoever is responsible for cleaning the <br />ponds should be given a specific time period when they are to <br />be cleaned, not just left to "when needed ". Mr. Hovey stated <br />the DNR would have preferred to put a specific maintenance <br />time period for cleaning the ponds in the permit. However, <br />they said they did not know how often it would be necessary. <br />That is why the DNR went with a "when needed" provision. <br />Mr. Hovey agreed to contact the Board of Water and Soil <br />Resources to discuss this matter with them. <br />
