LRRWMO Meeting Minutes <br />September 19, 1990 <br />Page 5 <br />Erickson stated Coon Rapids engineering staff indicated this <br />permitting procedure appears to be adequate, and expressed <br />their approval. <br />Schrantz reported the majority of Andover's City Council was <br />willing to go along with this procedure. However, they felt <br />a $500 initial permitting fee was perhaps a lot. <br />Schultz reported the Anoka City Manager has requested to see <br />the entire process package when everything is put together. <br />Extensive discussion ensued on how the permitting procedure <br />would work and how the financing end of it, both received <br />from the applicant and payment to consulting engineers, would <br />be handled. The majority of those present concurred the <br />entire process could be placed in the hands of the cities. <br />However, Mathisen feared letting the cities handle everything <br />may create a bookkeeping nightmare, and the LRRWMO will lose <br />its identity. <br />Schrantz stated this board will not absorb any of the costs <br />for the review of these developments. All costs will be the <br />responsibility of the developer. <br />Raatikka queried how it will work when the cities incur <br />inspection costs, therefore, creating a situation whereby two <br />entities will be billing against one escrow. Mathisen felt <br />in order to retain responsibility for this money, this board <br />may have to also approve a bill for city inspection of these <br />developments. Schultz stated inspections should be separate <br />and the responsibility of the cities. The watershed should <br />not get involved in those expenses. Weaver concurred, adding <br />the inspection charges should be indicated separately on the <br />application. <br />Weaver suggested, and the board concurred, that Mr. Knutson <br />attend the October meeting to explain how these financial <br />procedures would work. He could also, at that time, present <br />further information on the LRRWMO checking account. <br />Weaver requested a copy of the Coon Creek Watershed applica- <br />tion. Information on the Coon Rapids <br />Dn,A c <br />on <br />Erickson reported the staff person handling the Coon Rapids <br />Shopping Center development was gone last week, and Erickson <br />
