LRRWMO Meeting Minutes <br />August 22, 1990 <br />Page 3 <br />Weaver stated, as a result of Mr. Pearson's letter, he will <br />ask the Anoka City Council to reconsider its earlier <br />recommended position of having the city review all plats and <br />requests and just submit variance requests to the LRRWMO. He <br />agreed this Commission can not afford to be held accountable <br />for dereliction of duty. Weaver indicated he is now leaning <br />further toward this WMO's increased activity in the review <br />process. He also felt the standards of review should be <br />consistent throughout the district. <br />Schrantz indicated he submitted his name as a candidate to <br />serve on the proposed Board of Water and Soil Resource <br />Advisory Committee. <br />Skallman briefly discussed the June 27, 1990, letter to the <br />LRRWMO from Sandra Warneka, Secretary of the Andover Neigh- <br />borhood Preservation Association, with regard to concerns <br />about Round Lake. No conclusions were presented. This issue <br />was expected to continue. <br />Skallman presented DNR permit #90 -6229, the Minnesota <br />Department of Transportation request to reconstruct the <br />Highway 169 bridge over the Mississippi River between the <br />Cities of Champlin and Anoka. No action necessary. <br />Informational only. <br />Weaver presented an August 14, 1990, letter to the Anoka City <br />Council from Bruce Bomier, 3430 Rum River Drive, proposing an <br />island be subdivided and lot lines be extended to their <br />current residential lot lines allowing each resident access <br />to the Rum River. The residents have provided a Declaration <br />of Protective Covenants, Restrictions, and Easements agreeing <br />the land will remain in its natural state. Weaver reported <br />each resident wants to construct a dock from the mainland to <br />the island. The Anoka City Council, at its last meeting, <br />tabled this issue at the request of the DNR to allow them <br />further review. Members concurred this is a legal matter. <br />Motion was made by Weaver, seconded by Raatikka, to REFER <br />THIS MATTER TO ATTORNEY CURT PEARSON FOR HIS REVIEW AND <br />RECOMMENDATION. <br />3 ayes - 0 nayes. Motion carried. <br />
