LRRWMO Meeting Minutes <br />May 16, 1990 <br />Page 4 <br />A <br />Department of Health: Schrantz suggested, and members <br />concurred, language be added to the plan specifically stating <br />that additional landfills should not be allowed within the <br />boundaries of the Lower Rum River Watershed. <br />Board of Water and Soil Resources: No additions to <br />Skallman's comments. <br />Department of Natural Resources: <br />Groundwater Management - Skallman suggested including <br />comments in the plan as to where this information can be <br />obtained. <br />Flood Plain Management - The high water table referenced was <br />in the Lake Itasca subwatershed. <br />Recreation, Open Space and Wildlife - Weaver felt since the <br />LRRWMO said, in the plan, they will seek opportunities to <br />develop or improve recreational, open space and wildlife <br />facilities, we have to do it. Members concurred with <br />Schrantz's suggested modification language in this area: <br />"The LRRWMO will encourage the cities to inventory these <br />facilities. ". <br />Skallman agreed to prepare final comments on agency require- <br />ments for review and approval at the next meeting. These <br />comments will not be sent out to reviewing agencies until the <br />Water Management Plan is rewritten. Skallman will also <br />contact each city in order to fill out the matrix. <br />Adopt Wate r_Quality Management Guidelines <br />Schrantz indicated he received a letter from Mark Nagel, City <br />Manager for the City of Anoka, suggesting the water quality <br />management guidelines be under local control. Additional <br />criteria - 'should be placed with the Planning Commission in <br />developing the projects. Mr. Nagel felt the guidelines <br />themselves need to be reviewed in a joint work session with <br />- the member city planners and engineers before their implemen- <br />tation in order to avoid confusion on the standards. <br />Schrantz reported the Andover City Council agreed to incorpo- <br />rate the water quality management guidelines and has already <br />taken action. <br />Raatikka indicated the Ramsey City Council has agreed on the <br />standards. <br />
